Director Leininger responded that the current structure aims to keep separate the property <br />purchase from the ARPA allocation process. <br />Director Vargo expressed confidence that, if necessary, the city would be able to claw back <br />ARPA funds. He noted that all ARPA sub-recipients will sign documents committing them to <br />their stated use of ARPA funds. <br />LCSC Executive Director Trish Rooney addressed Council. She expressed excitement regarding <br />the purchase of 12900 Madison. She shared that LCSC will commit $300,000 of its own funds <br />toward the purchase price and will mortgage an additional $200,000. Monthly mortgage <br />payments are set for $1,200, which is substantially less than the current $3,500 rent. She <br />explained that the food pantry, including a pet food pantry will be relocated to a space on W. <br />th <br />117 <br />. The food pantry began delivery during the pandemic and will continue to do so. She <br />reported that food pantry delivery is at an all-time high and deliveries are made twice per month. <br />She reported that she intends for LCSC to be moving into 12900 Madison by January 2024 and <br />for the food pantry to move sooner than that. <br /> <br />Councilmember Marx welcomed Lakewood Community Center to the neighborhood. <br /> <br />Motion made and seconded to recommend adoption of Ord. 13-2023 as substituted. All in favor. <br />Motion passed. Ord. 13-2023 recommended for adoption. <br /> <br />Committee of the Whole adjourned at 6:58 p.m. <br /> <br /> <br /> <br />2 <br /> <br />
