Law Director Vargo mentioned that the ordinance would not take effect until January of 2024, <br />allowing time for the information to be released as well as time for adaptation. <br />Councilmember Shachner confirmed with Law Director Vargo that there will be a new <br />inspection every year as well as an annual permit fee. <br />Public Comment <br />Jerry Knapp Jr. – 14588 Madison Ave. – Mr. Knapp of Madison Avenue Auto Service spoke in <br />support of the ordinance and explained that the guidelines will benefit the community as well as <br />the businesses. He thanked theAdministration for speaking to the operators and making <br />revisions. Mr. Knapp went over positive changes his business has been making to get the most <br />out of their space. <br />Dan Budka– 13600 Madison Ave. – Mr. Budka thanked the City for amending the ordinance to <br />th <br />something workable for the operators. He asked about the expiration of the permit on June 30 <br />rather than at the end of the calendar year. <br /> <br />Law Director Vargo clarified that the permits will be on a June basis and proposed a change to <br />the language of the ordinance regarding the permit fee on an annual basis. <br /> <br />Motion by Chair Bullock, seconded by Councilmember Kepple to substitute Ordinance 10-2023. <br />All in favor. Motion passed. <br /> <br />Motion by Councilmember Kepple, seconded by Councilmember Shachner to amend Substitute <br />Ordinance 10-2023 in subsection G of 781.02 to replace “a calendar year” with “an annual”. <br /> <br />Discussion: Law Director Vargo mentioned that the effective date will vary from a business’s <br />actual inspection. Councilmember Kepple clarified that a business would not have to pay the fee <br />more than once a year. <br /> <br />Councilmember Baker asked if there will be any training for the Building or Housing <br />Department regarding inspections. Law Director Vargo responded that he is not aware of formal <br />training. He explained that the Building Department is qualified to make a call regarding the <br />non-intrusive visual inspection. <br /> <br />On the motion: All in favor. Motion passed. Substitute Ordinance 10-2023 was amended. <br /> <br />Motion by Chair Bullock, seconded by Councilmember Kepple to recommend Substitute <br />Ordinance 10-2023 as amended to Full Council. All in favor. Motion passed. <br /> <br />Housing, Planning & Development Committee adjourned at 6:30 pm. <br /> <br /> <br />2 <br /> <br />
