RESOLUTIONNO. 2023-37 BY:J Marx, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the vote of at least two <br />thirds of the members of Council, or otherwise to take effect at the earliest period allowed by <br />law, authorizing the Mayor and/or Director of Finance or Director of Law to allocate and expend <br />$70,000 of American Rescue Plan Act (ARPA) funds to the Lakewood Chamber of Commerce <br />to facilitate small business support. <br />WHEREAS, Lakewood received a total of $47,219,575 of Coronavirus State and Local <br />Fiscal Recovery Funds (CSLFRF) through the ARPA, with the first fifty percent (50%) received <br />in 2021 and the second fifty percent (50%) received in 2022; and <br />WHEREAS, the City of Lakewood has already allocated the majority of these funds <br />toward public infrastructure projects including park and sewer improvements, public safety and <br />human services; and <br />WHEREAS, $3,000,000 of remaining ARPA funds were set aside to address initiatives <br />proposed by Lakewood City Council; and <br />WHEREAS, in February 2023 City Council established a process whereby community <br />organizations, city departments, and businesses were invited to propose specific uses of the funds <br />within the funding guidelines to address community needs; and <br />WIIEREAS, members of City Council with remaining funds support allocating the <br />following funds to the Lakewood Chamber of Commerce to help them support Lakewood's <br />small business community. <br />The Lakewood Chamber of Commerce $70,000 <br />WHEREAS, as set forth in Section 2. 12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is <br />necessary for the immediate preservation of the public peace, property, health and safety, and to <br />provide for the usual daily operation of municipal departments in order to assist the funding of <br />these various programs and projects; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, OHIO: <br />Section 1. That $70,000 be allocated from American Rescue Plan Act (ARPA) funds to the <br />Lakewood Chamber of Commerce for projects consistent with the description of those projects <br />provided to and considered by Council in public meetings. <br />Section 2.
