***NEW BUSINESS*** <br /> <br />3. Communication from President Litten & Mayor George regarding Resolution to <br />Posthumously Honor Coletta Graham. (pg. 7) <br />President Litten remarked that despite ideological disagreements with Mrs. Graham, that Council <br />Chambers was always a place where she could come to speak her mind and where the community <br />could gain strength through public discourse. <br />Councilmember Marx <br />her beliefs. <br />Councilmember Rader expressed condolences to the Graham family. <br />Public Comment: Mr. Edward Graham expressed appreciation for the recognition and read a letter <br />to the editor written by Coletta Graham regarding Lakewood Hospital. <br />After making additional remarks about the legacy of Mrs. Graham, President Litten made a motion <br />to receive and file the communication. Motion was seconded. All members voted in favor. Motion <br />passed. <br />*** <br />4. RESOLUTION 2023-40 - A Resolution to posthumously honor Chase Avenue resident <br />Coletta Graham and to express condolences to her family, friends, and the many who have <br />been touched by her determined and passionate spirit. (pg. 8) <br />Motion by President Litten, seconded by Councilmember Rader to adopt Resolution 2023-40. All <br />members voted in favor. Motion passed. Resolution 2023-40 adopted. <br />Michael Graham expressed appreciation for the recognition and kindness from Council and the <br />Mayor. <br />*** <br />5. Communication from Councilmember Shachner & President Litten regarding hearings to <br />discuss the 2024 budget. (pg. 10) <br /> <br />Motion by Councilmember Shachner, seconded by President Litten to refer to Finance Committee. <br />President Litten suggested that colleagues use budget hearings as a forum to make final decisions <br />regarding remaining ARPA funds before year-end. <br />On the motion: All members voted in favor. Motion passed. Communication referred to Finance <br />Committee. <br />*** <br />6.
