2. Report from Public Works & Sustainability Committee regarding meeting held <br />September 11, 2023 (to be provided) <br /> <br />Chairmen Rader read the following report: <br /> <br />th <br />The Public Works & Sustainability Committee met on September 11 to discuss <br />Ordinance 19-2023. If adopted, the ordinance would authorize the Mayor to enter into <br />two amended lease agreements for the operation of concessions at Lakewood Park and <br />the Bistro at Cove Community Center. Law Director Vargo provided the committee with <br />an overview of the terms of both lease agreements. <br />There was an in-depth discussion amongst the Council and Director Vargo in regards to <br />the financial implications of the agreements for both parties, and whether the current <br />model is sustainable for the HELP Foundation. Councilman Bullock identified an error <br />in the Lakewood Park lease agreement, and a motion was made to amend Exhibit A, <br />Amended Term 17-A-3 to change the date from September 1, 2024, to September 1, 2023. <br />I requested that Director Vargo bring a report to tonight’s meeting that confirms that the <br />HELP Foundation has been in close communication with Director Berry and that they <br />feel confident moving forward with the agreement. The committee also expressed a desire <br />to be more involved with future discussions between the City and the HELP Foundation <br />before the next renewal term. Director Vargo was amenable to both requests, and a <br />motion was adopted to recommend Ordinance 19-2023 to Council for adoption this <br />evening. <br /> <br />Motion by Councilmember Rader, seconded by President Litten. All members in favor. <br />Motion passed. <br /> <br />3. S. ORDINANCE 19-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or <br />otherwise to take effect and be in force after the earliest period allowed by law, <br />authorizing and directing the Mayor to enter into two amended lease agreements for <br />the operation of the food concessions at Lakewood Park and the Bistro at Cove <br />Community Center with HELP Foundation, Inc. pursuant to Section 155.08 of the <br />st <br />Codified Ordinances. (1read & referred to PWS 9/5/23) (pg. 1) <br />President Litten made a motion to substitute the ordinance as shown on the docket, seconded <br />by Vice President Kepple. All members voted in favor. Motion passed. Ordinance 19-2023 <br />substituted. <br /> <br />Discussion: Councilmember Rader asked for Director Vargo to report back on any updates <br />from the HELP Foundation. Director Vargo then asked Director Berry to speak to Council <br />about his discussions with theHELP Foundation in regard tothe challenges they have faced. <br /> <br />2 <br /> <br /> <br />
