Assistant Director Baas explained the technology and techniques used by the different companies. Each <br />company provided the demand and use data with a summary for the Administration. The County is <br />currently working on a third-party data site for start and stop demand. <br />Councilmember Rader suggested an education program for the safety of new riders. He asked about the <br />age requirements for the program as well as information on how the program was able to close the one- <br />mile gap between transit. <br />Director Leininger spoke about complaints made during the pilot program involving no-ride zones and <br />young riders. As part of the program, riders had to be 18 to operate a leasing device. <br />Assistant Director Baas explained that the scooters were supposed to be operated in accordance with the <br />same laws and regulations as a bicycle. Bike infrastructure supported the program, and the next <br />expansion would have been to align the bike stations with the RTA stops. However, a conscious effort <br />was made to not put scooters in close proximity to Clifton Boulevard because of the high-speed traffic <br />and lack of bike infrastructure. The Administration attempted to remain cautious during the pilot <br />program and riders. <br />Councilmember Marx mentioned that the obstruction of scooters left on the sidewalks impedes <br />accessibility for residents with disabilities. <br />Councilmember Shachner asked about rates of private or personal adoption of electric vehicles and how <br />any municipalities may be supporting a program with private use. <br />Councilmember Baker suggested a partnership with the schools to make the program more resident- <br />based rather than tourist-based. <br />Cuyahoga County Director Foley expressed the popularity of the scooters in the county, sharing that <br />there were over a million rides taken in just the past year. He supported the program’s values of health <br />and sustainability and suggested a redesign for the program to better fit the density of the city. <br />Director Leininger thanked Director Foley for the County’s partnership and for keeping the program <br />alive. <br />Chair Bullock suggested a conversation about ridership data when it becomes available. He supported <br />making a version of the scooter program workable for the community. <br /> <br />Housing, Planning & Development Committee adjourned at 7:29 p.m. <br />2 <br /> <br />
