speak in support of this resolution. He hopes the opposition to HB 245 will expand to other <br />parts of Ohio to put this ridiculous house bill to bed. He said that as a performer, his job is to <br />entertain, and that performers know how to tailor their shows to the age of the audience <br />members. He shared that he never imagined having to fear for his or his husband’s safety, but <br />he has received threats from various hate groups. He also shared he was the one speaking at <br />the event Vice President Kepple attended, and he implored for those in power to use their <br />voice to create change. <br />On the motion: President Litten made a motion to pass the resolution, seconded by Vice <br />President Kepple. All in favor. Motion passed. Resolution 2023-45 adopted. <br />9. Communication from Vice President Kepple regarding American Rescue Plan <br />Projects – Young Filmmakers Academy. (pg. 16) <br />Vice President Kepple read the communication and shared that additional information was <br />emailed to councilmembers today for their review. She then made a motion to refer the <br />communication to the Committee of the Whole, seconded by President Litten. All in favor. <br />Motion passed. <br />Discussion: Councilmember Rader shared that he is a volunteer on the Board of the Young <br />Filmmakers Academy and he will be abstaining from all voting related to this item to avoid <br />any potential appearance of conflict of interest. <br /> <br />Public Comment: <br /> <br />Eric Swinderman, Young Filmmakers Academy, 13535 Detroit Ave - Mr. Swinderman stated <br />that he is a film maker, screen writer and television producer and in 2017 he helped form the <br />Young Filmmakers Academy. He provided an overview of the history of the organization <br />and shared how they offer classes, summer camps and after school programs for kids who <br />want to learn about filmmaking. He said they are a safe space for youth of all backgrounds, <br />and they value inclusion. He explained that over the past 6-7 years they have relied heavily <br />on tuition to fund their programs but this year they decided to begin the process of offering <br />their program 100 percent free of charge as a merit-based program, to any student who wants <br />to participate. He said they are working on securing corporate scholarships to fund the <br />summer camps and are applying for the ACE reimbursement program for their after-school <br />programs. He said everyone in the community is invited to come visit their state-of-the-art <br />studio space. <br /> <br />On the motion: Councilmembers Baker, Bullock, Kepple, Litten, Marx, Shachner voted yea. <br />Councilmember Rader abstained.Motion passed. <br /> <br />10. RESOLUTION 2023-48 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take effect <br />at the earliest period allowed by law, authorizing and directing the Mayor and/or Director of <br />Finance or Director of Law to allocate and expend_________ of American Rescue Plan Act <br />(ARPA) funds to the Young Filmmakers Academy to facilitate non-profit support.
