Councilmember Baker expressed concern about the unwelcoming appearance at Detroit and <br />Belle and asked if it can be improved upon during the phasing. <br />Director Leininger acknowledged that the view from the street could be improved during <br />construction. However, he cautioned against making investments that will later be replaced <br />during the final phase. He expressed hope that the phasing will not be drawn out over an <br />extended period of time. <br /> <br />President Litten acknowledged that while phasing the project is not his preference, it is progress, <br />nevertheless. <br />Through discussion it was established that the Curtis Block will be part of the project’s final <br />phase. Director Leininger provided assurances that the new roof on the building will protect it. <br />He explained that despite the project being phased, Casto will seek to gain one approval for the <br />entire project at once. An estimated timeline will be provided during that approval process and in <br />the development agreement. <br /> <br />The committee discussed the project design. The office building is proposed to be replaced with <br />additional residential units and increased in size by one story. Other than that, the only major <br />change to the plan is the proposed phasing. There will still be ground floor retail space. Mr. <br />Sobczak stated that when phase one begins, he hopes to start phase two within six months. He <br />explained that that this will help the project access capital. New renderings will be provided. <br /> <br />In response to a question, Director Leininger stated that the administration has advised the city’s <br />boards and commission on how to provide helpful, concise feedback and keep the process <br />moving. They have also advised the developers on how to effectively work with the boards and <br />commissions. <br /> <br />Councilmember Rader expressed appreciation for the public process and asked for updates to be <br />made on the city website. <br /> <br />Motion was made and seconded to enter executive session for the purpose of considering <br />confidential information related to the marketing plans, specific business strategy, production <br />techniques, trade secrets, or personal financial statements of an applicant for economic <br />development assistance and to consider the sale of property. <br /> <br />A roll call vote was conducted as follows: <br /> <br />Yeas: Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br />Nays: none <br /> <br />Motion passed.
