MINUTES OF COMMITTEE OF THE WHOLE OCTOBER 30, 2023 AUDITORIUM Present: Councilmembers Baker, Bullock, Kepple, Litten, Marx, Shachner lso Present: Mayor George, Law Director Vargo, Finance Director Rancatore, Human A Resources Director Dillinger, Animal Control Officer (ACO) Supervisor Crawford, Council Office staff Call to Order: 6:39 p.m. Approval of the minutes of the July 17, 2023 and September 18, 2023 Committee of the Whole Meetings Motion was made by Committee Chair Litten and seconded by Vice President Kepple to approve thth the minutes of the July 17 and September 18meetings of Committee of the Whole. All in favor, motion passed. Minutes approved. President Litten moved Resolution 2023-52 to the top of the agenda due to the likelihood of entering executive session. RESOLUTION 2023-52 - A RESOLUTIONto take effectimmediatelyprovidedit receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing the Mayor or Director of Law to enter into an agreement with an engineering contractor of the City, to accept the amount of $400,000 for the full and final settlement of all claims under the contractor’s agreement. (referred to COW 10/16/23) Motion made and seconded to enterexecutive session for the purpose of conferences with an attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action. A roll call was conducted as follows: Yes: Baker, Bullock, Kepple, Litten, Marx, Shachner Nays: None Motion passed. Committee of the Whole entered executive session at 6:42 p.m. At 6:57 p.m. a motion was made and seconded to exit executive session.
