<br />MINUTES OF THE HOUSING, PLANNING, & DEVELOPMENT COMMITTEE <br />OCTOBER 16, 2023 <br />AUDITORIUM <br />Present: Councilmembers Bullock (Chair), Kepple and Shachner <br />lso Present: Councilmember Baker, Law Director Vargo, Planning Director Leininger, Finance <br />A <br />Director Rancatore <br />Call to Order: 6:05 pm <br />Approval of the minutes of the July 17, 2023 Housing, Planning & Development <br />Committee meeting. <br />A motion was made and seconded to approve the minutes of the July 17, 2023 Housing, Planning <br />& Development Committee meeting. All members voted in favor. Motion passed. Minutes <br />approved. <br />Communication from Councilmember Bullock regarding Affordable Housing <br />Scenario Planning Report. (referred to HPD 7/17/23) <br />Before discussing the Communication, Chairman Bullock asked Director Leininger if there was <br />any time sensitivity to discussing Ordinance 20-2023. Director Leininger replied that he would <br />like to see it moved out of committee sooner than later because it is a sensitive topic with the <br />city’s insurance carrier and that soliciting the services of a real estate broker to market and list <br />the properties is a lengthy process. <br />Director Leininger then provided some background about how the Affordable Housing Scenario <br />Planning Report came to fruition. The City of Lakewood was selected by the Lincoln Institute to <br />pilot an innovative planning tool with a focus on planning for affordable housing. The Lincoln <br />Institute provided the use of the toolkit as well as technical support, however it was ultimately up <br />to city staff to distill all the information and write the final report. <br />Leininger also explained the four phases that went into developing the report and answering the <br />guiding question of “How do we ensure affordable housing for all Lakewood residents now and <br />into the future?” The first phase was the Prepare stage which involved a series of data analysis <br />activities. The second phase was the Vision stage in which they held a one-day workshop with <br />local stakeholders. The third stage was the Plan stage, during which the report was written, and <br />then the final stage was the Reflect stage during which they shared the report with allthe <br />stakeholders involved in the process. He then provided a high-level overview of the report and <br />reviewed the key findings. <br />Chairman Bullock commented on the different categories and definitions of affordable housing <br />and asked Director Leininger if it would be accurate to say that Lakewood has a better supply of <br />affordable housing that serves the aging population than other populations. Director Leininger <br />replied that the study did not get into the characteristics of the housing supply, but anecdotally he <br />1 <br /> <br />
