9. Communication from Director Gordon regarding theCliff Outfalls Rehabilitation(pg. 12) <br />Motion by President Litten, seconded by Vice President Kepple, to receive and file the <br />communication. All in favor. Motion passed. <br />10. RESOLUTION 2023-50 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, authorizing the Mayor to execute for an on <br />behalf of the City of Lakewood, a public entity established under the laws of the State of <br />Ohio, anapplication and to file it in the appropriate State office for the purpose of <br />obtaining certain Federal financial assistance under the Disaster Relief Act (Public Law <br />288, 23rd Congress) or otherwise available from the President’s Disaster Relief Fund. <br />(pg. 11) <br />Motion by President Litten, seconded by Vice President Kepple, to adopt Resolution 2023-50. <br />All in favor. Motion passed. Resolution 2023-50 adopted. <br />11. Communication from Director Leininger regarding the City of Lakewood ADA Self- <br />Evaluation and Transition Plan (pg. 13) <br /> <br />Discussion: Vice President Kepple thanked the Planning Department and the ADA Transition <br />Plan Task Force for their work. She recognized the many hours of hard work and deliberation <br />that had taken place. She acknowledged that she is excited and happy to see this plan moving <br />forward. <br /> <br />Motion by President Litten, seconded by Vice President Kepple, to receive and file the <br />communication. All in favor. Motion passed. <br /> <br />12. RESOLUTION 2023-51 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least five (5) members of Council, or otherwise to take <br />effect and be in force after the earliest period allowed by law, adopting the City of <br />Lakewood ADA Self-Evaluation and Transition Plan (SETP). (pg. 15) <br /> <br />Public Comment: Ahmie Yeung, Victoria Ave – Ms. Yeung is the co-chair of the ADA Task <br />Force. She expressed her gratitude to Lakewood’s leadership. She recognized that this process <br />was the first time she served on a public committee and acknowledged that it was a wonderful <br />experience. She hopes that Lakewood officials will take the ADA Task Force’s <br />recommendations seriously. She also hopes that nearby cities will look to Lakewood as an <br />example of how to implement an ADA Plan with citizen involvement. <br /> <br />Discussion: Vice President Kepple stated that she would be delighted to discuss this in the <br />Health and Human Services Committee but would rather see it referred to the Committee of the <br />Whole due to the significant financial and multi-departmental aspects of the plan. <br /> <br />Motion by President Litten, seconded by Vice President Kepple, to refer Resolution 2023-51 to <br />the Committee of the Whole.
