***NEW BUSINESS (CONTINUED)*** <br />ommunication from Human Services Director Berry regarding Title 3 of the Older <br />18.C <br />American’s Act, 2024 Proposal. <br />Motion by President Litten, seconded by Vice President Kepple, to receive and file the <br />communication. All in favor. Motion passed. <br />19.RESOLUTION 2023-54 – A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least five members of Council, or otherwise to take <br />effect and be in force after the earliest period allowed by law, authorizing the Mayor or <br />designee to apply for and enter into an agreement with the Western Reserve Area <br />Agency on Aging for title 3 of the Older Americans Act, Senior Community Services for <br />the 2024 program year. <br />Discussion: President Litten acknowledged that adding items to the docket less than 24 hours <br />before a General Council Meeting is an extreme rarity. However, he stated that when it comes <br />to Lakewood’s ability to apply for and receive funds for important aspects of the community, it <br />is permissible to add items to the docket. <br />Motion by President Litten, seconded by Vice President Kepple, to adopt Resolution 2023-54. <br />All in favor. Motion passed. <br />***ANNOUNCEMENTS**** <br />Human Resources Director Dillinger mentioned that the city is helping Lakewood High School <br />seniors raise money for prom by putting together a voluntary basketball team that will be <br />th <br />playing elementary school teachers on October 28 at Lakewood High School. She mentioned <br />that Lakewood has done this in the past. Furthermore, she recognized that the city has someone <br />represented from almost every department in the game. <br />Vice President Kepple mentioned that there is a Madison Park Masterplan Public Meeting on <br />10/17 at Madison Park’s Pavilion. <br />Councilmember Baker thanked Fire Chief Dunphy for inviting Councilmembers to a training <br />session at Tri-C about active burning building situations. <br />Motion by President Litten, seconded by Vice President Kepple, to adjourn.
