DocuSign Envelope ID: D6BDA395-EEAA-4533-AAF3-8EA3D8F417C8 <br />Referred to Finance 10/16/23 <br />RESOLUTION NO. 2 0 2 3- 4 9 <br />Please substitute for the <br />original <br />BY: Baker, Bullock, Kepple, <br />Litten, Marx, Rader, Shachner <br />A RESOLUTION to take effect immediately provided it receives the affirmative vote of at <br />least two thirds of the members of Council, or otherwise to take effect and be in force after the <br />earliest period allowed by law, approving the ordering of an ambulance for delivery in 2026 and a <br />boat for the Division of Fire for expected delivery in 2024 and committing to including the purchase <br />of those items in the respective budgets. <br />WHEREAS, due to ongoing supply chain issues, lead times for ordering vehicles and other <br />equipment have increased to several months and in some cases years; and <br />WHEREAS, in an effort to manage these challenging circumstances, the Administration is <br />assessing what equipment and vehicles will be needed over the next several years to ensure that <br />they can be delivered without unnecessary delay; and <br />WHEREAS, it is necessary to place orders for these vehicles now to ensure their <br />availability and delivery in 2024 and 2026 respectively; and <br />WHEREAS, quotes for these vehicles were obtained through the State of Ohio <br />Procurement Contracts or member consortiums without the requirement for competitive bidding, <br />and the proposed purchases were assessed by an internal committee for cost-effectiveness and <br />suitability; and <br />WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of <br />Lakewood, this Council by a vote of at least two thirds of its members determines that this <br />resolution is an emergency measure and that it shall take effect immediately, and that it is necessary <br />for the immediate preservation of the public property, health, and safety and to provide for the <br />usual daily operation of municipal department, in that quotes obtained for the above referenced <br />vehicles are guaranteed only for a limited time; now, therefore, <br />BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. That the Administration is hereby authorized to place orders for a Penn Care <br />Ambulance and accessory equipment in the amount of $3 86,710 for delivery in 2026 and a Safe <br />25 Full Cabin boat in the amount of $363,774 for expected delivery in 2024. <br />Section 2. Council hereby commits to providing for the purchase of these vehicles in the <br />respective annual budgets. <br />Section 3. It is found and determined that all formal actions of this Council concerning and <br />relating to the passage of this resolution were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and any of its committees that resulted in such formal action, <br />were in meetings open to the public, in compliance with all legal requirements. <br />
