WHEREAS, due to ongoing supply chain issues, lead times for ordering vehicles and other equipment have increased to several months and in some cases years; and WHEREAS, in an effort to manage these challenging circumstances, the Administration is assessing what equipment and vehicles will be needed over the next several years to ensure that they can be delivered without unnecessary delay; and WHEREAS, it is necessary to place orders for these vehicles now to ensure their availability and delivery in 2024 and 2026 respectively; and WHEREAS, quotes for these vehicles were obtained through the State of Ohio Procurement Contracts or member consortiums without the requirement for competitive bidding, and the proposed purchases were assessed by an internal committee for cost-effectiveness and suitability; and WHEREAS, as set forth in Section 2.12 of the Third Amended Charter of the City of Lakewood, this Council by a vote of at least two thirds of its members determines that this resolution is an emergency measure and that it shall take effect immediately, and that it is necessary for the immediate preservation of the public property, health, and safety and to provide for the usual daily operation of municipal department, in that quotes obtained for the above referenced vehicles are guaranteed only for a limited time; now, therefore, BE IT RESOLVED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Administration is hereby authorized to place orders for a Penn Care Ambulance and accessory equipment in the amount of $3 86,710 for delivery in 2026 and a Safe 25 Full Cabin boat in the amount of $363,774 for expected delivery in 2024. Section 2. Council hereby commits to providing for the purchase of these vehicles in the respective annual budgets. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this resolution were adopted in an open meeting of this Council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements.
