<br />MEETING OF THE FINANCE COMMITTEE <br />October 30, 2023 <br />Auditorium <br />P <br />resent: Councilmembers Shachner, Kepple, Bullock <br />Also Present: Councilmembers Marx, Baker, Mayor George, Fire Chief Dunphy, Assistant Fire <br />Chief Collins, Assistant Fire Chief Sambula, Fire Captain Catani, Fire Marshal Fairbanks, <br />Human Resources Director Dillinger, Finance Director Rancatore, Law Director Vargo, and <br />Council Staff. <br />Call to Order: 6:03 PM <br />Approval of the minutes of the September 23 meeting of the Finance Committee <br />Motion made by Chair Shachner, seconded by Vice President Kepple, to approve the minutes of <br />the September 23 meeting of the Finance Committee. All members in favor. Motion passed. <br />Minutes approved. <br />RESOLUTION 2023-49 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or <br />otherwise to take effect and be in force after the earliest period allowed by law, <br />approving the ordering of an ambulance for delivery in 2026 and a boat for the <br />Division of Fire for delivery in 2024 and committing to including the purchase of <br />those items in the respective budgets. (referred to Finance 10/16/23) <br />Discussion: Finance Chair Shachner offered context about Resolution 2023-49, explaining that in <br />the event the boat and ambulances are ordered, their expected delivery dates are 2024 and 2026, <br />respectively. He provided the total cost for these safety vehicles, which amounts to $750,480.29. <br />th <br />Chair Shachner also noted that the current price of the ambulance is secured until November 7, <br />st <br />2023, while the boat's current price is secured until December 31 <br />, 2023. <br />Chair Shachner asked about the timing of the Fire Department's decision to request the <br />purchasing of the rescue boat and ambulance. Finance Director Rancatore clarified that the <br />Finance Department conducts annual budget meetings with department heads to address <br />budgetary and operational requirements. On October 4th, 2023, a discussion took place with the <br />Fire Department, during which it was determined that obtaining these two vehicles was essential <br />for the Fire Department. As a result, both the boat and ambulance were included in the Capital <br />Budget. <br />Chair Shachner asked about previous plans to order the rescue boat back in the 2021 Capital <br />Budget. Fire Chief Dunphy responded by stating that ordering a new rescue boat was the original <br />plan in 2021, but this plan did not make it into the 2021 Capital Budget due to funding source <br />issues. <br />1 <br /> <br />
