Chairman Shachner <br />seconded the motion. <br />Director Vargo expressed concern about the amendment, stating that it is adding even more <br />subjective terms which opens the city up to legal challenges. He advocated for staying with the <br />previous language. <br />Chair Shachner recognized that the amended ordinance leaves the specific internal controls under <br />the purview of Council and proposed a different approach. <br />Chair Shachner moved to amend the motion on the table regarding Section 5(a) as follows: <br />The Department of Finance shall apply specific internal controls for contracts or purchases less <br />than seventy-five thousand dollars ($75,000), which will include a process approved by Council <br />canvassing of qualified available suppliers, requests for quotes, requests for proposals, requests <br />for information, requests for qualifications or and/or a other competitive process. Motion passed. <br />*** <br />Human Resources Budget Presentation <br />Human Resources Director Dillinger delivered a presentation on HR’s 2024 Budget, which <br />highlighted the following information: <br />2023 Accomplishments: HR implemented new ancillary benefit providers for 2024 to enhance <br />employee benefits (e.g., short-term disability, critical illness). HR also successfully reconciled a <br />carryover by transitioning from Minnesota Life to Lincoln Life, resulting in $7,500 cost savings <br />for the City. Additionally, HR has achieved a 71% reduction in office printing, emphasizing the <br />growing technological efficiency in the HR office. <br />2024 and beyond plans: HR Director Dillinger acknowledged a less ambitious plan for the first <br />quarter of 2024 due to her upcomingparental leave absence.
