<br />MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br />October 23, 2023 <br />AUDITORIUM <br />Present: Councilmembers Bullock, Shachner, Kepple <br />lso Present: Councilmembers Rader, Marx, and Baker, Planning Director Leininger, Law <br />A <br />Director Vargo, Finance Director Rancatore, Council staff <br />Call to Order: 5:34 p.m. <br />Approval of the minutes of the October 16, 2023 Housing, Planning & Development <br />Committee meeting. <br />A <br /> motion was made and seconded. Councilmembers Bullock and Shachner voted in favor. <br />Councilmember Kepple absent. <br />ORDINANCE 20-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or <br />otherwise to take effect and be in force after the earliest period allowed by law, <br />authorizing and directing the Director of Planning and Development or the Mayor <br />to enter into an agreement with a licensed real estate broker to market for sale <br />st <br />various real properties, pursuant to Section 155.07 of the Codified Ordinances. (1 <br />nd <br />read & referred to HPD 9/18/23; 2 reading 10/2/23) <br />Chair Bullock summarized that the proposed ordinance seeks to market for sale five homes <br />adjacent to the former Lakewood Hospital site, one vacant lot adjacent to the site, and one vacant <br />lot on Westlake Ave. unrelated to the hospital site. <br />Councilmember Shachner reminded the committee that the vacant lot on Westlake Ave. was the <br />result of a foreclosure that went to sheriff’s sale and was eventually acquired and razed by the <br />City. <br />Councilmember Marx questioned Director Leininger about the status of a vacant lot on Robin <br />Street and mentioned that it was causing conflict among neighbors who are using it for parking. <br />Director Leininger shared the history of the Robin Street lot, noting that the City is hoping to <br />build housing on it using HOME funds. <br />Councilmember Marx requested that no parking signs be installed on the lot. <br />Chair Bullock remarked that he is inclined to support adoption of Ordinance 20-2023 and wants <br />to understand the timing, the potential opportunities for affordable housing, and where the <br />proceeds from the sales will go. <br />Regarding the lot at 1369 Westlake, Director Leininger explained that the adjacent property <br />owners have expressed interest in purchasing the property as an extended side yard.
