the purchase of park benches through a company that upcycles wind turbines to make the <br />benches. Maureen Dostal then spoke to the decision-making processes of the committee, and <br />why they ultimately decided that investing the full allocation into the small engine buy-back <br />program would be more impactful to the community. <br />In response to a question from Chairman Shachner, there was a conversation around the funding <br />of public services activities. Mr. Wyman explained that the driving force behind the public <br />service allocations is the funding cap. He said that since the overall allocation is smaller this <br />year, each agency received the same proportion of the funding available this year, it is just a little <br />less across the board. <br />Councilmember Bullock commented on how robust our formal community engagement process <br />is for determining these funding allocations. He also asked a series of questions regarding <br />internal programs and initiatives that will not be receiving any funding for FY2024. Director <br />Leininger explained that in terms of the ADA Transition Plan, the project has entered a different <br />phase and many of the other funded activities will have an ADA component, for example, street <br />improvements will also include accessibility improvements like ramps. Regarding the Storefront <br />Revitalization and Housing Programs, Mr. Wyman explained that funding shifts between those <br />programs each year depending on the number of applications received and whether there is a <br />fund balance at year end. He confirmed all the programs in question are still active. <br />Councilmember Kepple asked if the Storefront Revitalization program will include ADA <br />updates. Director Leininger responded that as they have been working with applicants through <br />the program, they have been encouraging accessibility updates, but it is not a requirement unless <br />the building code is triggering the change.
