4.RESOLUTION 2023-57 - A RESOLUTION to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council, or otherwise <br />to take effect and be in force after the earliest period allowed by law, appointing <br />____ to the Planning Commission for the five-year term beginning January <br />1, 2024 and ending December 31, 2028. Resolution 2023-57 deferred. <br />thth <br />5.Report from Finance Committee meetings held November 27and December 4 2023. (to <br />be provided) <br />F <br />inance Chairman Shachner provided the following report: “Since we have last been here, we <br />have now had two budget hearings. We heard from the Law Department, the Mayor’s Office, <br />Council’s Office, Public Safety, and had a CDBG / ESG allocations discussion. Really <br />informative and not too verbose presentations. The one thing that I think stood out, at least to me, <br />in Public Safety’s budget was that traffic citations were up 300% through the date of the meeting, <br />which shows a commitment and really a focus on traffic enforcement. I know that is a big issue <br />among a lot of our residents and quite frankly the majority of, at least my calls, are about traffic <br />and speeding, so thank you again Chief Fischer for making that a priority. Tonight, we heard from <br />the IT Division, The Human Services Department, and the Building and Housing Department. We <br />are all excited about the 2024 Housing Survey that will be occurring next year in October. We <br />also learned more about the commercial building survey, which is something the Council has been <br />talking about for a while, so glad we got to it. Human Services, as always, does a lot more than <br />could be fit into the presentation and we appreciate all the work they’re doing. I believe all our <br />questions were answered, competently, and thank you for taking the time to put together those <br />presentations and making yourself available for our questions.” <br />Councilmember Shachner made a motion to receive and file the report, seconded by President <br />Litten. All in favor, motion passed. <br />P <br />resident Litten then made a motion to suspend the rules and read items 6 through 22 concurrently, <br />seconded by Vice President Kepple. <br />A roll call vote was conducted as follows: <br />Yea: Baker, Bullock, Kepple, Litten, Marx, Rader, Shachner <br />Nay: none <br />A <br />ll in favor, motion passed.
