<br />MINUTES OF THE HOUSING, PLANNING & DEVELOPMENT COMMITTEE <br />NOVEMBER 13, 2023 <br />AUDITORIUM <br />Present: Councilmembers Bullock (Chair) and Shachner <br />lso Present: Councilmember Marx, Rader, Law Director Vargo, Planning Director Leininger, <br />A <br />Members of the Planning Commission, and Council Staff. <br />Call to Order: 5:05 PM <br />Approval of the minutes of the October 23, 2023 Housing, Planning & Development <br />Committee meeting. <br />Motion was made and seconded to approve the minutes of the October 23, 2023 Housing, <br />Planning & Development Committee meeting. All members voted in favor. Motion passed. <br />Minutes approved. <br />*** <br />ORDINANCE 07-2023 – AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least five (5) members of Council, or otherwise to <br />take effect and be in force after the earliest period allowed by law, amending <br />Sections 1121.09(a) Single-Family Maximum Lot Area Coverage, 1123.09(a) Single- <br />and Two-Family Maximum Lot Coverage, and 1133.06 Conversion of Single-Family <br />Structure Prohibited of the Codified Ordinances of the City of Lakewood in order to <br />update the provisions. (1st read and referred to PC & HPD 3/20/23, 2nd reading <br />4/3/23) <br />Discussion: Councilmember Shachner thanked the Planning Department and the Planning <br />Commissionfor their great work on this ordinance. He mentioned that he greatly appreciates <br />their proposals and recommendations. <br />Chair Bullock stated that his goal for the meeting is to deepen both Council’s and the public’s <br />understanding of how the proposed ordinance can positively impact the City. He also emphasized <br />that one of the goals of the ordinance is to increase affordable housing options in the City. <br />Councilmember Shachner expressed his belief that incorporating accessory dwelling unit options <br />addresses the challenge of land acquisition for expanding living spaces, especially considering <br />the limited availability of vacant lots in Lakewood. He stated that while constructing an ADU <br />may be costly, it presents a more viable alternative than acquiring additional land. He mentioned <br />that this approach is one of several methods to facilitate the existence of affordable housing. He <br />noted that Lakewood has engaged in extensive research and deliberations which emphasize the <br />importance of implementing innovative strategies to promote affordable housing. <br />1 <br /> <br />
