as their primary residence. Councilmember Rader raised questions concerning situations where <br />families or trusts own the property. Leininger clarified that such scenarios would need to be <br />assessed on an individual basis. Councilmember Shachner inquired about Section 14 of the <br />ADU's Conditional Use Standards, which establishes a 180-day minimum rental period. He then <br />suggested a modification to 90 days, considering the prevalence of renters in Lakewood who <br />participate in short-term summer internships. Councilman Bullock asked about section 8, which <br />pertains to the height requirement for ADUs, asking whether it allows for expansion above <br />structures such as a garage. Members of the Planning Commission explained that in traditional <br />Lakewood home structures, there is ample space for such growth. They explained that Section 8 <br />recognizes the architectural characteristics of Lakewood homes, allowing for vertical expansion <br />above the garage. <br />Members of the Planning Commission explained the need to address housing affordability for <br />Lakewood residents, given the substantial surge in prices for both single and multi-family homes <br />nationwide. The increasing occurrence of investors often making cash offers for homes has <br />intensified competition and excluded individuals from the housing market. They explained that <br />some of the primary objectives for their proposals are to facilitate home ownership for Lakewood <br />families while preserving the distinctive character of single-family structures and neighborhoods. <br />They acknowledged that current housing issues stem from housing demand surpassing supply, <br />and their proposals regarding ADUs and Lot Coverage Areas were recommended to alleviate the <br />challenges associated with high housing costs. <br />Chair Bullock explained that while these proposals may not be an immediate solution for <br />enhancing housing affordability, they nonetheless introduce flexible options. He acknowledged <br />that in the long run, these proposals are expected to impact affordability in a positive manner. He <br />also mentioned that the legislation notably contributes to increased density, which is considered a <br />great strength in Lakewood, while also enhancing the overall quality and flexibility of housing <br />within Lakewood. <br />Motion by Councilmember Shachner, seconded by Chair Bullock, to recommended Ordinance <br />07-2023, with the incorporation of the Planning Commission’s revisions, to full Council. All in <br />favor.
