that ARPA projects must be obligated by the end of 2024 and spent by the end of 2026, to ensure <br />that unspent funds are not returned to the federal government. <br />Councilmember Shachner asked about the rationale for the proposed increase in the Civil Service <br />Commission salary from $4,120 to $5,000 annually. <br />Mayor George replied that Director Dillinger proposed the increase because the Civil Service <br />Commission salary has not been raised since 2006. <br />Councilmember Baker expressed comfort with the proposal, noting that it is fair compensation <br />for their time. <br />Councilmember Shachner thanked the Finance Department for managing the budget and the <br />process. <br />ORDINANCE 22-2023 -AN ORDINANCE to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, to establish appropriations for <br />current expenses and other expenditures of the City of Lakewood, State of Ohio, for the <br />fiscal year ending December 31, 2023. <br /> <br />Motion by Chair Shachner, seconded by Councilmember Bullock to recommend Ord. 22-2023 <br />for approval. All members in favor. Motion passed. Ord. 22-2023 recommended for adoption. <br /> <br />ORDINANCE 23-2023 - AN ORDINANCE to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, authorizing the transfer and <br />advance of certain funds. <br /> <br />Motion by Chair Shachner, seconded by Councilmember Bullock to recommend Ord. 23-2023 <br />for approval. All members in favor. Motion passed. Ord. 23-2023 recommended for adoption. <br />ORDINANCE 24-2023 - AN ORDINANCE to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, to establish appropriations for <br />current expenses and other expenditures of the City of Lakewood, State of Ohio, for the <br />fiscal year ending December 31, 2024. <br /> <br />Motion by Chair Shachner, seconded by Councilmember Bullock to recommend Ord. 24-2023 <br />for approval. Ord. 24-2023 recommended for adoption. <br />ORDINANCE 25-2023 - AN ORDINANCE to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, authorizing the Mayor (Director <br />of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, <br />and/or the Purchasing Manager to enter into contracts for professional services, and to <br />advertise for bids and enter into contracts for the purchase of repair maintenance and <br />operating supplies, services and equipment as authorized by the 2024 Appropriation <br />Ordinance and the Administrative Code of the City of Lakewood. <br />2 <br /> <br /> <br />
