MINUTES OF THE PUBLIC SAFETY COMMITTEE October 16, 2023 AUDITORIUM Present: Councilmembers Baker & Shachner lso present: Councilmembers Kepple & Bullock, Police Captain Eschweiler, Animal Control A Officer Jack Crawford, LASWAB Chair Erin MacDonald, Law Director Vargo Call to Order: 7:08 p.m. Approval of the minutes of the October 2, 2023 meeting of the Public Safety Committee. Chairman Baker deferred approval of the minutes. RESOLUTION 2023-43 – A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, to increase the adoption fees for animals that are adopted through the Lakewood Animal Shelter. (referred to PS & LASWAB 09/05/23) Chairman Baker noted that Resolution 2023-43 was simultaneously referred to Public Safety Committee and the Animal Safety & Welfare Advisory Board (LASWAB). Captain Eschweiler and Animal Control Officer Jack Crawford were introduced to explain the proposed increases. Officer Crawford explained that the shelter’s current animal adoption fees are as follows: Cat - $50 Dog - $70 He noted that the last increase was 7-8 years ago and increased the previous adoption fee for cats from $35 to the current amount of $50. fficer Crawford presented the current costs for spaying/neutering cats as follows: O Spay - $74.50 Neuter - $69.50 He proposed that the shelter increase rates to cover costs as follows: Cat - $75 Dog - $100 He added that dogs are rarely brought to the shelter. He noted that even with these proposed increases, the adoption fees are below the fees charged by the Animal Protective League or a pet store. Included in the spay/neuter price is a rabies vaccine, a flea/tick synergy shot and a free first vet check-up under certain conditions. 1
