<br />MINUTES OF THE PUBLIC SAFETY COMMITTEE <br />February 12, 2024 <br />AUDITORIUM <br />Present: Councilmembers Baker, Shachner, Strebig <br />lso present: Councilmembers Kepple, Rader, and Marx, Mayor George, Law Director Vargo, <br />A <br />Planning Director Leininger, Assistant Planning Director Baas, City Engineer Papke, Council <br />Staff, Tobi Otulana of Toole Design <br />Call to Order: 6:03 pm <br />ndth <br />Approval of the minutes of the October 2 2023 and October 16 2023 meetings of the <br />Public Safety Committee. <br />Motion made by Chair Baker to approve the minutes of the October 2, 2023, meeting, seconded <br />by Councilmember Strebig. All in favor, motion passed. <br />RESOLUTION 2023-73 - A RESOLUTION to take effect immediately provided it <br />receives the vote of at least two thirds of the members of Council, or otherwise to take <br />effect at the earliest period allowed by law, adopting the Active Transportation Plan and <br />accompanying Safe Streets for All (SS4A) Plan. (referred to Public Safet 12/18/23) <br />Chair Baker reviewed the resolution and provided background information before handing the <br />floor over to Assistant Director Baas. Assistant Director Baas provided further background on <br />the planning process and thanked all the stakeholders for their involvement. He then introduced <br />Tobi Otulana with the consulting firm Toole Design. <br />M <br />s. Otulana gave a presentation to the committee and provided a high-level overview of both the <br />Active Transportation Plan and accompanying Safe Streets for All (SS4A) Plan as well as the <br />planning process that went into each stage of development. First, she discussed the Active <br />Transportation Plan. She said that the core project team met monthly to guide the process and <br />included staff from the City of Lakewood, Lakewood City Schools, and the Ohio Department of <br />Transportation. There was also a larger community-based stakeholder team that met fivetimes <br />over the course of the process, to capture additional community and inter-agency feedback. She <br />reviewed the proposed infrastructure recommendations which include adding 21 miles of on- <br />street bikeways, 60 crossing improvements, and adding 5 miles of shared use paths. She also <br />shared policy recommendations such as establishing a Complete Streets policy and establishing a <br />Safe Routes to School Program. <br />A <br />ssistant Planning Director Baas commented that there was a stakeholder meeting last week and <br />they had a very key conversation with Bike Lakewood about the importance of having the <br />recommended infrastructure help bring down the traffic stress to an all ages and abilities level for <br />1 <br /> <br />
