Councilman Rader asked how the administration determines project priorities and <br />implementation. Planning Director Leininger explained that the initial focus is on the high-risk <br />network, prioritizing areas that are less served. Beyond high-risk areas, the administration looks <br />to implement simpler plans that are currently lacking. Councilman Rader then expressed a <br />specific interest in the equity aspect of these plans. <br />Chair Baker asked if the Planning Department was envisioning the possibility of having another <br />Public Safety Committee Meeting to discuss the final plan. Assistant Planning Director Bass <br />indicated that while there are many comments and recommendations for the current plan, a <br />complete overhaul is not anticipated. Chair Baker stated that it is important for Council to have <br />the final version before they approve it. He emphasized the importance of reviewing the final <br />version to ensure that certain priorities and plans are included in the plan. <br />PUBLIC COMMENT <br />David DeCapua, Lake Ave – Mr. DeCapua raised concerns about the high level of street activity <br />in Lakewood, observing that while many bikers wear helmets, they often wear dark clothing, <br />making them less visible. He suggested the City could enhance safety by providing bicyclists <br />with reflective vests similar to those used by school crossing guards. In response, Chair Baker <br />acknowledged the importance of safety and reflective gear as part of public safety education. <br />Ben Vanlear, Woodward Ave – Mr. Vanlear noted that he participated in the stakeholder meetings <br />for the Safe Streets for All and Active Transportation plans. He expressed strong support for the <br />vision of the Active Transportation Plan, emphasizing the need for safe and connected <br />infrastructure. Mr. Vanlear highlighted the community's desire for the safest possible <br />infrastructure. <br />Josh Mottor, Cohassett Ave. – Mr. Mottor voiced his desire for Lakewood’s transportation <br />infrastructure to be improved. He echoed Vice President Shachner's concerns about ensuring the <br />implementation of the plans. Mr. Mottor specifically pointed out the need for prioritizing and <br />addressing issues highlighted in accident and incident reports to better protect cyclists and <br />pedestrians. <br />Chair Baker remarked on the challenges of determining which comments and recommendations <br />are practical to implement, noting that the project requires vision and incremental steps. Chair <br />Baker then affirmed that the City is making a promising start to improving transportation safety. <br />Motion by Chair Baker, seconded by Vice President Shachner, to defer Resolution 2023-73.
