6.ORDINANCE 45-2023 - AN ORDINANCE to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, authorizing the issuance of notes <br />in the amount of not to exceed $615,000 in anticipation of the issuance of bonds to pay costs <br />st <br />of improving sidewalks within the city; and approving related matters. (1 read 12/18/23 and <br />nd <br />referred to Finance; 2reading 1/2/24) (pg. 24) <br />Motion by President Kepple, seconded by Vice President Shachner, to adopt Ordinance 45-2023. <br />All in favor. Motion passed. Ordinance 45-2023 adopted. <br />*** <br />7.ORDINANCE 46-2023 - AN ORDINANCE to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, authorizing the issuance of notes <br />in the amount of not to exceed $1,020,000 in anticipation of the issuance of bonds to pay <br />costs of constructing a refuse recycling facility; renovating refuse truck parking facility; <br />replacing or improving the roofs of public buildings, including the municipal facilities <br />garage; improving the sites thereof, including infrastructure improvements, together with all <br />st <br />necessary appurtenances thereto; and approving related matters. (1 read 12/18/23 and <br />nd <br />referred to Finance; 2reading 1/2/24) (pg. 34) <br />Motion by President Kepple, seconded by Vice President Shachner, to substitute Ordinance 46- <br />2023. Roll call vote as follows: <br />Yea: Baker, Bullock, Kepple, Marx, Rader, Shachner, Strebig <br />Nay: None <br />Motion passed. Ordinance 46-2023 substituted. <br />Motion by President Kepple, seconded by Vice President Shachner, to adopt S. Ordinance 46- <br />2023. <br />Discussion: For clarification, Vice President Shachner stated that the substitute is an amount not <br />to exceed $3,240,000 in anticipation of an issuance of bonds. <br />Councilman Bullock noted that the proposed substitute is an increase over the previous amount. <br />Finance Director Rancatore clarified that the increase is due to projects at Lakewood Park <br />regarding sewerand pavement work. Additionally, there are costly projects related to the Fire <br />Station 1 HVAC system. <br />On the motion: All in favor. Motion passed. S. Ordinance 46-2023 adopted. <br />*** <br />8.ORDINANCE 47-2023 - AN ORDINANCE to take effect immediately provided it receives <br />the affirmative vote of at least two thirds of the members of Council, or otherwise to take <br />effect and be in force at the earliest period allowed by law, authorizing the issuance of not to <br />exceed $41,000,000 of bonds for the purpose of retiring notes issued for the purpose of (i) <br />3 <br /> <br />
