6.ORDINANCE 45-2023 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the issuance of notes in the amount of not to exceed $615,000 in anticipation of the issuance of bonds to pay costs st of improving sidewalks within the city; and approving related matters. Ordinance 45-2023 adopted. *** 7.ORDINANCE 46-2023 - AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the issuance of notes in the amount of not to exceed $1,020,000 in anticipation of the issuance of bonds to pay costs of constructing a refuse recycling facility; renovating refuse truck parking facility; replacing or improving the roofs of public buildings, including the municipal facilities garage; improving the sites thereof, including infrastructure improvements, together with all st necessary appurtenances thereto; and approving related matters. Motion by President Kepple, seconded by Vice President Shachner, to adopt S. Ordinance 46- 2023. Discussion: For clarification, Vice President Shachner stated that the substitute is an amount not to exceed $3,240,000 in anticipation of an issuance of bonds. Councilman Bullock noted that the proposed substitute is an increase over the previous amount. Finance Director Rancatore clarified that the increase is due to projects at Lakewood Park regarding sewerand pavement work. Additionally, there are costly projects related to the Fire Station 1 HVAC system. On the motion: All in favor. Motion passed. S.
