<br />MINUTES OF THE HOUSING, PLANNING & DEVELOPMENTCOMMITTEE <br />MARCH 18, 224 <br />AUDITORIUM <br />Present: Councilmembers Bullock (Chair), Shachner, Baker <br />so Present: Councilmembers Marx, Strebig and Rader, Mayor George, Law Director Vargo, <br />Al <br />Planning Director Leininger, and Council Staff. <br />Call to Order: 6:48 p.m. <br />Approval of the minutes of the February 20, 2024 meeting of the Housing, Planning <br />& Development Committee. <br />A motion was made and seconded to approve the minutes of the February 20, 2024 meeting of <br />the Housing, Planning & Development Committee. All members voted in favor. Motion passed. <br />Minutes approved. <br />Chair Bullock explained that there are three items on the agenda this evening and the bulk of the <br />meeting will be spent discussing Ordinance 05-2024, but he would start off with a brief <br />discussion on the other two ordinances that both pertain to adult use marijuana since there is <br />cross over from the Public Safety meeting held prior to this meeting. <br />ORDINANCE 41-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council to <br />amend Chapter 779 Medical Marijuana Operations of the Codified Ordinances of <br />the City of Lakewood to provide a permitting process for both Medical and Adult <br />Use Marijuana Dispensaries. (1st read & referred to HPD 12/18/23; 2nd reading <br />1/2/24) <br />ORDINANCE 42-2023 - AN ORDINANCE to take effect immediately provided it <br />receives the affirmative vote of at least two thirds of the members of Council to <br />amend Schedule 1129.02 Permitted uses in commercial districts and Chapter 1165 <br />Medical Marijuana Dispensaries, of the Codified Ordinances of the City of <br />Lakewood and to permit Medical and Adult Use Marijuana Dispensaries in <br />Commercial Districts. (1st read & referred to PC & HPD 12/18/23; 2nd reading <br />1/2/24) <br />Councilmember Shachner asked Planning Director Leininger if there have been any inquiries <br />from businesses interested in pursuing cultivation and/or processing of cannabis in Lakewood, to <br />which Director Leininger responded that the only inquiries they have received have been for <br />dispensaries. A conversation then followed about whether the moratorium could pose a barrier <br />for businesses interested in obtaining a license to open an adult use dispensary in Lakewood. <br />Law Director Vargo explained that given the timeline and process of applying for a license to <br />operate, the moratorium should not be a barrier since it will expire at the end of July. <br />1 <br /> <br />
