4.) 16021 Madison Ave – This property was acquired via foreclosure. It is a vacant lot <br />around 20,000 square feet of space. They have discussed various housing options, as well <br />as the possibility of a project that could incorporate this space as well as the building <br />across the street (1601 – 16024 Madison Ave). <br />5.) 1450 Belle Ave – This property was acquired from the hospital closure agreement. <br />Currently the Cleveland Clinic occupies the third floor, and the Lakewood Child Care <br />Center occupies the first floor. The property is in need of significant work. <br />6.) Delaware Ave – Unbuildable lot, will be transferred to the adjacent property owner. <br />7.)Olive Ave - Unbuildable lot, will be transferred to the adjacent property owner. <br />In response to a question from Councilmember Baker, Director Leininger confirmed that Council <br />will be notified of any sales via a communication back to City Council. <br />Councilmember Baker commented that the city might want to remain open to the possibility of a <br />bed and breakfast approach to the property at 12984 Lake Ave. He then noted that the Lakewood <br />Child Care Center has expressed interest in purchasing the property at Belle Ave and he <br />suggested that the city engage with them about that possibility before hiring a broker. He <br />expressed concerns that since both the occupants at Belle Ave are non-profit entities, if a private <br />entity were to purchase the property, then they would likely increase the rent which would <br />impact their service offerings to the community. He also disclosed that his children attend <br />daycare at the Lakewood Child Care Center and his wife is on their board. <br />In response to a question from Chair Bullock, Director Leininger clarified that the carriage house <br />will be removed because that is where the CSO tanks need to be placed. He stated that the <br />Carriage House is not subject to any historic designations. He also said they anticipate having to <br />install future tanks that will likely expand into the retained easement. <br />In response to another question from Chair Bullock, Director Leininger stated that they are very <br />clear with the brokers that the city is open and willing to consider below market offers toattract <br />certain uses that fulfill communityneeds, such as affordable housing. He stated his belief that the <br />city is in complete control of the broker process. <br />There was further discussion regarding the pros and cons of the sale of the 1450 Belle Ave <br />property, in response to some concerns brought up by Chair Bullock. The committee determined <br />they would like to hear more information regarding the financials of that property before moving <br />the ordinance forward. <br />A motion was made and seconded to approve the substitute version of Ordinance 05-2024. All in <br />favor, motion approved. <br />The committee agreed to further discuss S.
