Motion passed. Ordinance 40-2023 deferred.
3. Report from Housing, Planning & Development Committee meeting held March 18, 2024. (to
be provided)

Councilman Bullock delivered the following report:

The Housing, Planning, and Development Committee met tonight prior to this meeting. We
discussed the following three ordinances which are on tonight’s docket: Ordinance 05-2024,
Ordinance 41-2023, and Ordinance 42-2023. The latter two are adult use marijuana related.
We discussed the timing of these ordinances and received additional perspectives on the
discretionary decision-making made available to local governments, such as Lakewood. We
also heard that the Planning Commission, which is also reviewing these two ordinances, has
deferred these as well since we are all awaiting direction from the state government. However,
Lakewood is interested in getting ahead of these policy developments to be positioned to
provide clarity to our residents and businesses in a timely manner. We are going to continue
to discuss these ordinances in future meetings. The second portion of our committee meeting
was on Ordinance 05-2024, an ordinance authorizing and directing the Director of Planning
and Development or the Mayor to enter into an agreement with a licensed real estate broker
to market for sale various real properties owned by the City of Lakewood. We got a very
helpful briefing from the Planning Department. We amended the proposed ordinance to
accept the substitute with some corrections proposed by the administration. We are close to
having a consensus on recommending approval of the ordinance, but we will bring it back in
one week’s time after further discussion on the commercial property at 1450 Belle Avenue.

Motion by President Kepple, seconded by Vice President Shachner, to receive and file the oral
report. All in favor. Motion passed. Oral report received and filed.

4.
