~ 0RblI~ANCE NO. 18B2 By Mr. Hart AN ORDII~ANCE determining to proceed with. and levying and assessin¢~ ~ special tax to pay the cost and exDense of improving Delaware Avenue from Riverside Road to Niagara Drivs'by-pm~ing same with brick or bituminous concrete or sheet asphalt, or cement concrete, doing any and all grading draining and curbing incidental and necessary thereto, and authorizing the Mayor and Director of Financeto issue bonds in the sum of $22.200.00 in anticipation of said special tax to provide a fund to pay the portion cf the cost and expense cf said improvement for which said special tax is levied. BE IT ORDAINED by the Council of the City of Lakewood, State of Ohio, three-fourths of all members the~'eof concUrring: Section l: That it is hereby determined to proceed with the improve- ment of Delaware Avenu~ from RiversideRoad to Niagara Drivs by paving same with brick or bituminous concrete or sheet asphalt, or cement concrete doing any and all grading, draining and curbing incidental and necessary thereto. in accordance with Resolution No,, 190~ passed June 6, ~9~1 add in accordance with plans, specifications, estimates and pro~zeS here-, tofore approved and now on file ~n the office of the Director of Pub]~ic Works, Section 2: That all claim~ for ds,~ages reselting from said improve- ment shall be judicially inquire~ into after the completion thereof, and that the Director of Public '~%rks be and he is hereby authorized and directed to enter into contract for said improvement in the manner provided ~y law, which improvement, in accordance with Artzcle 15, Section 16 of the Charter has be~n estimated by the Director of Public Works to here a life of 20 years~ Section ~: That for the purpose ~paying the cost and expense of said improvement there is hereby levied and assessed a special tax upon the several lots and parcels of land designated in and zn accordance with Estimated Assessment No~ 481 as ~ade for that purpose by the Director of Finance and recommended to th~s Council by the Board of Revision of Assessments. Said estin~.ted ~ssessment was made on the basis of special benefits conferred by sa:~d zmprovement on the several parcels of land therein described and th~ same is herezn confirmed, adopted and approved; Section 4~ That the owners of ~he several, lots or parcels of land in- cluded in said assessment shall ~ay the amounts from them severally due as shown by Column No. ~ of ~aid Estim~te~ Assessment No; 481 to the City Treasurer on or before thirty days fro~ 'the date of the passage of this ordinance, at their option~ and zn default thereof said special a~sessment with interest at the~ rate of 6 per centum per annum, upon deferred payments, shall be pay~b!e to the County Treasurer in l0 annual installments with.the re~ula, r taxes of 1922 to 19S1 both inclusive. Section 5: That to provide a f~nd for the ~y~nt ,~ the p0rtiion of the cost and expense for which ~he special assesc..~ent herein is levied for said improvement, The Mayor ~and DirectOr of Finance be and they are hereby authorized to issue l0 bsnds of the City o£ Lakewood, Ohio in the aggregate sum of $22,200.0Oof whichbonds one bond in the sum of $2,220.00 shall be due and payable on Octoberil, 192~ and one bond in the sum of $2,220.00
