ORDINANCE NO. 4650 BY Mr. ¥ickery <br /> <br /> AN I,~£~GENCY ORDINANCE authorizing and directing the Mayor to employ <br />Herren Testing Laboratories Company for special services in ~,aWing borings in <br />the City Dump in Lakewood Park preliminary to the location of the swi.~ing pool. <br /> <br /> ~E,~EAS this ordinance constitutes an ~ergency in that it is deemed <br />immediately necessary to go forward with the location of the propos~.d swimming <br />pool; in that fill-in ground along Lakewood Park has been suggested as a possi- <br />ble location contingent on the condition of the ground; and in that it provides <br />for the public health and the usual daily operatiom of a municipal departme~xt, <br />now, therefore~ <br /> : BE ,IT ORDAINED ~ THE COuNcIL CF THE CIT~ OF ~A~%'OOD, STATE OF OHIO, <br /> Section 1. It is determined that the regular Officers and e~ployes <br />of the City of Lakewood are not equipped to render the skilled services nec- <br />essary; and that the peculiar and exceptional qv-~!eications of the professional <br />character required do not lend themselves to competitive bidding so as best to <br />protect the public interest. <br /> <br /> Section 2. That the Mayor be, and he is hereby, authorized and dir- <br />ected to procure without competitive bidding the services of Herren Testing <br />Laboratories Company, Cleveland, Ohio to make borings on that portion of the <br />City D.mp suggested as a possible location of the proposed swimming pool in <br />o~der to determine whether such location is feasible <br /> <br /> Section 3. That the cost of said serviCes shall not exceed Fifteen <br />Hundred Dollars ($1500.00) and shall be paid from General Fund-General Miscellaneous. <br /> <br /> Section 4. This ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and, provided it receives <br />the affirmative vote of two-thirds of all me~bers elected to Council, St shall <br />take effect and Be in force immediately upon its adoption and approval By ~e <br />Mayor. - <br /> <br />Adopted~,, <br /> <br />Approved:, <br /> <br />January 16t 1950 <br /> <br />Januar~ 17~ 1~50 <br /> <br />Wm.
