ORDINanCE NO. ~700 BT Mr. Vickery <br /> <br /> AN ORDINA~CE creating aud providing for the Lakewood Traffic and Safety Commis- <br /> sion; designating certain, and providing for the apPointment of other, members thereof; <br /> and prescribing the authority and duties of the Commission. <br /> <br /> ¥~E~, traffic conditions in the City of Lakewood have so developed as to re- <br /> quire continuous study, survey and action so as to eliminate congestion and hazard <br /> to the citizens arising therefrom, now, therefore, <br /> <br /> BE IT_ ORDAINED BY THE COUNCIL OF THE CITY OF LAE~OOD, STATE OF OHIO: <br /> <br /> Section 1, The Lakewood Traffic and Safety Commission, hereinafter in this <br />ordinance referred to as "Commission',, is hereby created. The membership of said <br />Commission shall Consist of (1) those individuals holding office or employment as <br />(a) Mayor - Director of Public Safety; (b) Chief of Police; (c) Chairman of the <br />Council Committee on Traffic and Safety; (d) Supervisor of Safety Education of the <br />Division of Police; (e) Judge of the Lakewood Municipal Court; (f) the regular assist- <br />rant Prosecutor of the Lakewood Municipal Court; (g) the P. lanning Commissioner; and <br />(h) the City Engineer; (2) one member of the Board of Education as appointed or elected <br />and certified by the Board of Education; (3) one member as appointed or elected and <br />certified from each (a) the Parent Teachers Association of the public schools; (b) <br />the Parent Teachers Association of the parochial schools; (~) the League of %~omen <br />Voters: and (d) the Lak~ewood Womens Club; and (4) one citizen appointed by the Mayor, <br />~rlth the approval of Council, for a term of one year, from each of the four wards <br />in the City of Lakewood. <br /> <br /> Section 2. The Chairman of the Commission shall be appointed by the Mayor with <br />the approval of Council, for the term of one year, from among the citizen members <br />representative of the four wards. In the event the Chairman or any mamber represent- <br />ative of the four wards fails to function as a member of the Commission, the chairman <br />or member may be removed by the Mayor. All members of the Commission shall serve <br />in such capacity without compensation. <br /> <br /> Section 3. The Commission shall hold regular meetings quarterly in each calendar <br /> year on such date and at such place as it shall determine. Special meetings may be <br /> called by the Chairman or by any two members of the Commission. Subject to and within <br /> the limitations of any appropriation made by Council therefor, the Commission may in- <br /> cur such reasonable and necessary expenses as may be approved by the Mayor° <br /> <br /> Section ~, The functions, authority and duties of the Commission shall be (1) <br />to conduct a continuing study and survey of traffic, safety and parking conditions, <br />the adequacy of present traffic ordinances, school traffic and safety education and <br />pedestrian safety; (2) to correlate and extend public informational activities with <br />regard to traffic, safety, enforcement of traffic regulations parking problems and <br />regulation~ and adaptation of modern engineering practices to the problems of con- <br />gestion, accidents and traffic control; (3) initiating a permanent educational safety <br />program; and (4) recommendation of appropriate remedial action to the and Council. <br /> ~,~ayor <br />Section 5. That this ordinance shall take effect and be in force from and after its <br />passage and approval by the Mayor at the earliest period allowed by law. <br /> <br />Adopted:.
