ORDINANCE NO. 22-58 BY: Messrs. Ward, Fahrenbach, Gaydos, Gottermeyer, Lawther. AN ORDINANCE authorizing the securing of membership in Cuyahoga Conference of Municipal Legislators for the members of the legislative authority of the City of Lakewood, and the payment of dues for such purpose. WHEREAS, the members of the legislative authorities of the cities and villages of Cuyahoga County, Ohio, have organized them- selves into the Cuyahoga Conference of Municipal Legislators for the improvement of local government in Cuyahoga County through the unified attack by the elected legislative officials of the municipalities therein upon the common problems of municipal government within the cities and villages and those which transoent the municipal boundaries, through discussions, studies, surveys and investigations designed to bring about more adequate legislative measures, more uniformity of local laws and more effective performance of the legislative function at the municipal level$ preserving and promoting home-rule and the interest of the electors in self-government in matters of local eon- cern; restoring the dignity of the elected public office of local law makers chosen by and representative of the citizens of their communi- ties, to the end that the legislative function of municipal govern- ment shall have the benefit of skilled and effective leadership and shall resume its proper place as a vigorous co-equal of the adminis- trative and judicial departments of municipal government; and the cultivation of a spirit of mutual helpfulness and good fellowship among its members; and WHEREAS, in order to make this organization effective and to determine the maximum benefits therefrom, it is necessary and desir- able that the City of Lakewood, secure and pay for membership of its legislative authority in the said Cuyahoga Conference of Municipal Legislators; now, therefore BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That it is hereby determined after due and care- ful consideration that membership of the members of the legislative authority of the City of Lakewood in Cuyahoga Conference of Municipal LegislatOrs is advantageous to the City of Lakewood and should be obtained in the public interest of its citizens. Section 2. That each member of the legislative authority of the City of Lakewood is hereby authorized to become and remain a member of Cuyahoga Conference of Municipal Legislators during term of office as member of the legislative authority of the City of Lakewood until otherwise ordered by Council or unless council shall fail to make appropriation available for such purpose. Section 3. That the Director of Finance (Fiscal Office) be and he hereby is authorized and directed to reimburse each member of the legislative authority of the City of Lakewood for the expense of procuring and maintaining membership in Cuyahoga Conference of Munic- ipal Legislators, payable from the General Fund.
