AN EMERGENCY ORDINANCE authorizing employment of a fiscal agent in connection with the financing of off-street parking facilities at the Warren-St. Charles area. WHEREAS, An emergency exists in that traffic congestion on the streets and highways of the City of Lakewood has reached such a point as to require, in the Judgment of Council, the establishment, construc- tion and operation of municipal off-street parking facilities for motor vehicles and the enactment of this ordinance is necessary for the im- mediate preservation of the public safety, now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor, as Director of Public Works, be and he is hereby authorized to engage the Wm. J. Mericka & Co., Inc. as a fiscal agent or financial consultant in connection with the sale of "additional bonds" under Ordinance No. 72-53, the proceeds of which shall be used to acquire land and to improve it for off-street parking facilities in the Warren-St. Charles area, and that the fees of such consultant shall be paid out of the proceeds of the sale of such bonds. Section 2. This ordinance is hereby declared to be an emergency measure for the reasons stated in the' preamble hereof, and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
