AN ENERC~NCY ORDINANCE to continua the emPlgYm~nt of the services of the Regional Pianning Commission in its preparation of a master plan for the City of Lakewood. WHEREAS, Co~ncil has heretofore employed the Regional Ptanning Commission to make plans and maps Showing the Commission's recommenda- tions for general land uses, subdivision planning, zoning regulations, systems of transportation, highways, parks ~ndrecreational-fa¢ilities, civic centers and other public improvements within the City, and WHEREAS, The Regional Planning Commission has begun its work on this master plan, and WHEREAS, Resolution No. 3787, adopted by this COuncil on April 15, i957, provided for an increase in the contribution of the City to the maintenance and operation of the Regional Planning Commission, and WHEREAS, This Council is desirous of increasing its cOntribu, tion to the maintenance and operation of the Regional Planning Com- mission for the calendar year 1959, and WHEREAS, This CoUncil deems the preparation of such plan nec- essary for the immediate Preservation of the public peace, property, health and safety, now, therefore BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKE~OOD, STATE OF OHIO: Section 1. That the Regional Planning Commission is hereby requested to continue its study'and to make recommendations to the Council of the City of Lakewood, and its planning commission, to the extent and as requested from time to time by the Council and Planning Commission of the City of Lakewood, forthe general land uses; par- ticularly residential and business uses, subdivision planning, zoning regulations, systems of transportation, highways, off-street parking, parks and recreational facilities, civic centers and other public im- provements within the City. Section 2. That the amount of the contribution of the City of Lakewood heretofore made to the maintenance and operation of the Regional Planning Commission be increased'for the calendar year 1959 by fifteen thousand dollars, and such amount be and hereby is appro- priated~ the use of such commission, to be paid from the General Fund of the City to the Auditor of Cuyahega County, to the credit of such commission when the services or any part of them are rendered, and a statement of the cost of such requested services and expenses inci- dental thereto is presented by the Regional Planning Commission to the Director of Finance of the City for payment. Section 3. That this ordinance is an emergency measure for the reasons stated in the preamble hereof, and provided it receives the affirmative vote of two-thirds of all members elected to Council,
