AN ORDINANCE to provide for the suomisslon ,o fhe elec- torate of amendments to Article III, Section lb and Article XIV, Section ~ of the Amended Charter of the City of Lakewood, Ohio, pertaining to publication and notice of ordinances, res- olutions and other acts, procedures, statements or reports re- quired by law to be published. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, OHIO, ~0-THIRDS OF ALL MEMBERS ELECTED THERETO CONCURRING: Section 1. That the question of the amendment of Article III, Section 14 of the Amended Charter of the City of Lakewood, so that as amended the same shall be and read as follows: "Section 14 Publication. The Council may, by ordinance, prescribe the manner of giving public notice of the passage of any and all ordinances, resolutions or other acts, procedures, statements, including financial statements, or reports required by law to be published or given~ provided however, that such manner prescribed by Council shall include posting copies ~hereof,~or a period of not less than fifteen (15) mays, ~not less than five (5) of the most public places in the City, which places shall be determined by Council." be submitted to a vote of the qualified electors of the City at the general election to be held on Tuesday, the 2nd day of November, 1965, at the regular places of voting in the City be- tween the hours of 6:30 A.M. and 6:30 P.M. Section 2. That the question of the amendment of Article X/V, Section 4 of the Amended Charter of ~he City of Lakewood, so bhat as amended the same shall be and read as foltows: "Section 4 Notices Served. Upon the filing of such report the Director of Finance shall cause written notice to be served upon the owner of each lot or parcel of land assessed, or upon the persons in whose names the same may be assessed for taxation upon the tax duplicate, said notice to be served as is provided for service of summons in civil actions; and as to all non~residents and persons who cannot be found, publication of such notice shall be as prescribed in Article III, Section 14. Said uotice shall contain a statement of the character of the proposed improvement, the fact that the assessment report has been filed with the Council, the rate of such assessments, the number of installments, and shall set a time and place when complaints and claims will be heard before the BOard of Revision of Assessments." be submitted to a vote of the qualified electors of the City at a ~eneral ~lection to be held on Tuesday, the 2nd day of November, 19~5, at the regular places of voting in the City between the hours of 6:30 A.M. and 6:30 P.M.
