AN EMERGENCY ORDINANCE:determining to proceed'by contract ~ith the furnishing and erecting of an Industrial Refuse Incinerator. ., WHEREAS, This Council heretofore, on the 4th day of April, 1966, adopted a motion authorizing the Director of Public Work~ to advertise for bids for the construction of an Industrial Refuse Incinerator, and, WHEREAS, One bid was received pursuant to said. advertise- ment by the Director of Public Works, and, WHEREAS, Thereafter, the Director of Public Works advertis- ed for separate bids for the furnishing of an incinerator and for the erection thereof, and, WHEREAS, No bids were received as the result of said advertisement, and, WHEREAS, The Director of Public Works has requested authority to proceed by contract with the lowest best bidder to furnish and erect said RefUse Incinerator, and, WHEREAS, This ordinance constitutes an emergency, measure in that it provides for the immediate preservationof.the public health, safety and welfare and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY'~THECOUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That this Council hereby determines to proceed by contract, with the construction of the Industrial Refuse Incinerator. Section 2. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor.
