Kelley, Usher, Ward, Wendliug, Gaydos, Graber, Huffman AN EMERGENCY ORDI~ANCE to amend Section 371.06 of the Traffic Code of the Codified Ordinances of the City of Lakewood, Ohio, relating to soliciting rides and prohibited riding. WHEREAS, This ordinance constitutes an emergency measure providing for the immediate preservation of the public safety and welfare and for the usual daily operation of a municipal department; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Section 371.06 of the Traffic Code of the Codified Ordinances of the City of Lakewood, now reading as follows: Section 371.06 Soliciting Rides; Prohibited Riding "(a) No person while on a street outside of a safety zone shall solicit a ride from the driver of any vehicle. (b) No person shall hang onto, or ride on the outside of, the rear end of any motor vehicle, while moving upon a street except mechanics or test engineers making repairs or adjustments. (c) No operator shall knowingly permit any person to hang onto, or ride on the outside, of any motor vehicle, while moving upon a street, except mechanics or test engineers making repairs or adjustments." be and the same hereby is amended to read as follows: Section 371.06 Soliciting Rides; Prohibited Riding (a) No person while on any roadway, tree lawn, sidewalk or land contiguous thereto, within the City, shall solicit a ride from the driver of any private vehicle. (b) No person shall hang onto, or ride on the outside of, the rear end of any motor vehicle, while moving upon a street except mechanics or test engineers making repairs or adjustments. (c) No operator shall knowingly permit any person to hang onto, or ride on the outside of, any motor vehicle, while moving upon a street, except mechanics or test engineers making repairs or adjustments. (d) None of the provisions of this section shall be construed to prevent any person upon a public highway from soliciting transportation where an emergency actually exists, nor shall this section be construed to prevent any person from signaling or requesting transportation from a passenger carrier for the purpose of becoming a passenger thereon for hire.
