Ward, Wendling, Gay~los~ Graber~ Huffman, Kel!~ Usher AN EMERGENCY ORDINANCE to provide for the submission to the electorate of an amendment to Articl. e XI, Section 9 of the Amended Charter of the City of Lakewood, Ohio, perhaining to enactments not subject to referendum. WHEREAS, An emergency exists in that in order for this charter amendment to be presented to the electorate of the City of Lakewood at the general election to be held on the 5th day of November, 1968, it is necessary that this ordinance be adopted at the regular Council meeting on Septen~er 3, 1968, and, WHEREAS, This ordinance constitutes an emergency measure providing for the iF~ediate preservation of the public health, safety and welfare and for the usual daily operation of municipal departments; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITf OF LAKEWOOD, STATE OF OHIO, TWO-THIRDS OF ALL MEMBERS ELECTED THERETO CONCURRING: Section 1. That the question of the amendment of Article XI, Section 9 of the Amended Charter of the City of Lakewood, Ohio, so that as amended the same shall be and read as ~ollows: Section 9. Enactments Not Subject to Referendum "The following ordinances and resolutions of the Council shall not be subject to referendum, to-wit: (a) Ordinances appropriating money for any lawful purpose, (b) Ordinances creating department's or providing regulations for their government, (c) Ordinances authorizing appointment of employees in any of the several departments, (e) Ordinances authorizing the issuance of notes or bonds for any lawful purpose~ Ordinances providing for the payment of the regular daily expenses of any department of the City. Upon adoption of this amendment, present Section 9 of Article XI of the Charter of the City of Lakewood shall be repealed.." be submitted to a vote of the qualified, electors of the City at the general election to be held on Tuesday, the 5th day of November, 1968, at the regular places of voting in the City between the hours of 6:30 a.m. and 6:30 p.mo ~ Section 2. That the ballots for said election shall, at the top thereof, be entitled, "City Charter Amendment Ballot" and the question to be submitted on said ballot shall be in words following: "Shall the proposed amendment of Article XI, Section 9 of the Amended Charter of the City of Lakewood: The following ordinances and resolutions of the Council shall not be subject to referendum, to-wit:
