ORDINANCE NO. <br /> <br />70-71 <br /> <br />BY:. Messrs. Ward, Wendling, <br /> Gaydos, Graber, Huffman, <br /> Usher <br /> <br /> AN EMERGENCY ORDINANCE authorizing and directing the Mayor of the City of <br /> Lakewood to enter into an Agreement for the establishment <br /> of the West Shore Council of Governments. <br /> WHEREAS, Chapter 167 of the Ohio Revised Code, provides that governing bodies <br /> of two or ~ore Municipal Corporations or other political subdivisions may enter <br />'into an Agreement with each other for the establishment of a regional council <br /> consisting of such subdivisions, which Council shall have the powers and duties <br /> as set forth in said Chapter, and <br /> <br /> WHEREAS, This Council hereby determines that the public peace, health, safety <br /> and welfare of the City of Lakewood and its inhabitants <br /> will be thereby promoted and preserved by membership of the City in a council <br /> of governments consisting of the municipalities of Bay Village, Fairview Park, <br /> Lakewood, North Olmsted, Rocky River and Westlake, established pursuant to <br /> Chapter 167 of the Ohio Revised Code, and <br /> <br /> WHEREAS, The purpose of the proposed West Shore Council of Governments is to <br /> foster cooperation between municipalities in all areas of municipal service, <br /> including, but shall not be limited to, the effective exchange of information, <br /> pooling of manpower and resources for more efficient solutions to specific <br /> problems, the application for federal loans and grants, the creation of agree- <br /> ments dealing with reciprocal service, mutual aid, and parallel action, and <br /> the exchange of ideas relating to areawide interest, and <br /> <br /> WHERF~S, This ordinance consitutes an emergency measure for the immediate <br /> preservation of the public peace, health, and welfare and for the usual <br /> daily operation of a municipal department, now, therefore, <br /> <br /> BE IT ORDAINED BY THE COUNCI~ OF THE CITY OF LA~TEWOOD, <br /> Cuyahoga County, State of Ohio: <br /> <br /> Section 1. That the Mayor be authorized and directed to execute a membership <br /> agreement of the West Shore Council of Governments in the form and content <br /> presented to this Council, attached to this ordinance, made a part hereof <br /> and'marked "Exhibit A." <br /> <br />Section 2. That the Mayor is hereby approved as delegate to the West Shore <br />Council of Governments and is hereby directed to report to this Council and <br />keep it informed as to the programs, functions and activities of the West <br />Shore Council of Governments as they may affect or be of interest to this ~ity <br />and its inhabitants. <br /> <br />Section 3. That this ordinance is hereby declared to be an emergency measure <br />for the reason stated in the preamble hereof and provided it receives the <br />affirmative vote of two-thirds of all members elected to the Council, it shall <br />take effect and be in force immediately upon its adoption and approval. <br /> <br />Adopted: <br /> <br />Approved: <br /> <br /> President <br />· Clerk ~ <br /> <br />Mayor <br /> <br /> <br />
