ORDINANCE NO. <br /> <br />23-72 <br /> <br />BY: Messrs. Usher, Wendling, Brockman <br /> Graber, Kelley, Magnotto, McBride <br /> <br /> AN EMERGENCY ORDINANCE authorizing and directing the Mayor on behalf of <br />the City of Lake~ood to enter into a Supplemental Agreement between the Northeast <br />Ohio Areawide Coordinating Agency (NOACA) and the City of Lakewood, authorizing <br />continuation of participation by the City of Lakewood in the NOACA program for the <br />seven county region. <br /> <br /> WHEREAS,'on April 19, 1971 this Council adopted Ordinance No. 25-71 <br />authorizing participation by the City of Lakewood in the NOACA program for the seven <br />county region, and <br /> <br /> WHEREAS, on February 21, 1972 Resolutiom No. 4866 was adopted authorizing <br />the Director of Finance to pay the cost of membership of the City in the Northeast <br />Ohio Areawide COordinating Agency for the year 1972, and <br /> <br /> WHEREAS, the Northeast Ohio Areawide Coordinating Agency, through its <br />executive director, is desirous of formalizing the continuation of the NOACA program <br />with participating municipalities, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure for the reason <br />that comprehensive planning and project review for the seven county area ~ a necessary <br />attribute of proper municipal function and it provides for the immediate preservation <br />of the public peace, property, health and safety and for the usual daily operation of <br />municipal departments, now, therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor be and he is hereby authorized and directed on' <br />behalf of the City of Lakewood to enter into a Supplemental Agreement with the North- <br />east Ohio Areawide Coordinating Agency (NOACA) authorizing continuation of participation <br />by the City of Lakewood in the NOACA program for the seven county region substantially in <br />the following form: <br /> <br />SUPPLEMENTAL AGREEMENT <br /> <br />This Agreement entered into on the day of <br />1972, by and between the Northeast Ohio Areawide Coordinating Agency, <br />hereimafter referred to as NOACA, and 'the City of Lakewood, hereinafter <br />referred to as the MUNICIPALITY. <br /> <br />WITNESSETH: <br /> <br />WHEREAS, the MUNICIPALITY entered into an agreement with NOACA dated <br />April 22, 1971, covering participation in the NOACA Program for the <br />Seven-County Region for the year 1971; and <br /> <br />WHEREAS, the various Federal regulations outlined in said Agreement <br />require the continuation of the NOACA Program for the Seven-County <br />Region for the year 1972: <br /> <br />NOW THEREFORE, BE IT RESOLVED: <br /> <br />1. That the parties hereto agree to reaffirm the provisions contained <br />in the aforementioned Agreement dated April 22, 1971, as though set <br />forth herein; and <br /> <br /> <br />
