Substitute ordinance reflecting amendments t~ Ordinance 40-76 placed on first reading June 7, 1976 and second reading July 6, 1976. ORDINANCE NO. 40-76 BY: Messrs. Salmon, Sinagra, Usher, Brockman, Chinnock, Magnotto, McBride AN EMERGENCY ORDINANCE authorizing the Mayor of the City of Lakewood to enter into an agreement with colleges in the Greater Cleveland Area to hire Legislative Assistants for the Council of the City Of Lakewood under the College Work-Study Program funded by the Federal Government. WHEREAS, the College Work-Study Program has been established by the Federal Government to create job opportunities and provide a modest level of financial assistance to college students who demonstrate a need for such assis- tance, and WHEREAS, such Work-Study Program is funded in part by the Federal Government and administered by Financial Aid Officers of the colleges involved, and WHEREAS, such students are permitted to work 40 hours per week during the summer and 15 to 20 hours per week during the academic year, and under the federally funded program 75% to 80% of such students' salary is paid by the Federal Government, and WHEREAS, not only will such .program provide an excellent form of financial assistance to needy students but also will reinforce such students' fOrmal education through practical application, while at the same time providing a valuable service to the community at minimal expense, and WHEREAS, th%s Ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare and for the usual daily operation of a municipal department, and for the further reason that such assistance to the members of the. Council of the City of Lakewood should be provided at the earliest possible time; now, therefore, BE IT ORDAINED. BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor of the City of Lakewood be and he is hereby authorized to enter into an agreement with colleges in the Greater Cleveland Area which qualify under the Federal College Work-Study Program for the hiring of not more than two (2) qualified college students, including graduate professional students under said program, to act as Legislative Assistants to the Council of the City of Lakewood. Section 2. That each such student shall be employed during the academic year only and for not more than twenty (20) hours per week at a salary not to exceed Three Dollars and Fifty Cents ($3.50) per hour for each. such student, of which amount 75% to 80% will be paid by the Federal Government. Section 3. That this Ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adopti~.~i, ' / ' n and approval by the Mayor.r ~~.~.
