ORDINANCE NO.' 62-78 BY: Messrs. Brown, Chinnock, Magnotto, McBride, Salmon, Brockman AN EMERGENCY ORDINANCE authorizing the Dlrector of Adult Education and Recreation Department of the Lakewood Board of Education to establish a free recreational pass program permitting the use of Winterhurst Ice Rink and the Lakewood Municipal Swimming Pools by eligible school age Lakewood residents. WHEREAS, a substantial number of school age students are from low income familieswho can not afford the admission rates established ~r Winterhurst Ice Rink and the Lakewood Muni:cipal Swimming Pools, and WHEREAS, This Council is of the opinion that all school age children of this city should be afforded the opportunity to use these fine recreational facilities irrespective of ability to pay, and WHEREAS, This Council Js of the further opinion that it is ~n th~ best interest of the city, particularly those school age Lakewood children from low income families, that a free recreation pass program for such youngsters be established under the auspices of the Director of the Adult Education and Recreation Department of the Lakewood Board of Education, and WHEREAS, This ordinance consitutes emergency measures providing for the immediate preservation of the public health and welfare and for the usual daily operation of a Municipal Department and for the further reason that such free recreation pass program should be established at the earliest possible time; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That notwithstanding the rates of admission established for the Lakewood Municipal Swimming Pools and Winterhurst Ice Rink pursuant to Ordinances 23-77. and 24-77 respectivel~ adopted May 16, 1977, the Director of Adult Education and Recreation Department of the Eakewood Board of Education is hereby authorized anddirected to establish a free recreational pass program for school age (kindergarten thru 12th grade) children from low income Lskewood families for Winterhurst Ice Rink and Lakewood Municipal Swimming Pools. Family income scale guidelines as issued by Federal. Government for the free school lunch program shall be the criteria on which need assessment and eligibility shall be based. Eligibility determination willbe made on a family 'basis and all school age children in the same family shall receive the same benefits. Section 2. A free pass issued pursuant to Section 1 of the within ordinance shall entitle the!holder to participate, at no charge, in all youth programs operated by the Adult Education and Recreation De,artment of the Lakewood Board of Education, seasonal or all year- round. The free pass shall be for admission only to recreational programs and shall not be honored for concession stand purchases or purchases of items of a personal nature, Section 3.
