ORDINANCE N0.113-81 <br /> <br />BY:Brown, Chinnock, Gallagher, Graham, <br /> McBride, Wendling <br /> <br /> AN EMERGENCY ORDINANCE establishing a rewards program to be known as <br />SAVE (Stop A Vandal Easily) for the purpose of solving and curtail~ing crimes <br />of vandalism in the City of Lakewood. <br /> <br /> WHEREAS, increasing incidents of crime and vandalism have been occurr- <br />ing in the City of Lakewood resulting in substantial loss and destruction of <br />property, and <br /> <br /> WHEREAS, this Council, in cooperation with the Division of Police of <br />the~C~y, desires to develop a program designed to encourage the citizens of <br />the City of Lakewood to assist the Police Department in solving crimes of vandal- <br />ism, and <br /> <br /> WHEREAS, this Council hereby determined that the public peace, health, <br />safety and welfare of the City of Lakewood and its inhabitants would be promoted <br />and preserved by the SAVE program, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing for <br />the immediate preservation of the public peace, health, safety and welfare for <br />the reason that it is necessary to establish and implement a program to combat <br />vandalism within the City; now, therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Chief of Poiice be and he is hereby authorized <br />and directed to establish a rewards program within the City of Lakewood to be <br />known as SAVE (Stop A Vandal Easily). <br /> <br /> Section 2. That said program shall be administered and conducted in <br />the manner and form as shall be set forth and described in the rules and regula- <br />tions of such program as shall be established by the Division of Police. <br /> <br /> Section 3. That the Mayor, the Chief of Police and the Chairman of tile <br />Traffic and Safety Committee of Council shall constitute a Rewards Committee and <br />shall be solely responsible for determining when a reward is appropriate and <br />determining the amount of said reward. <br /> <br /> Section 4. That there is hereby established a special account in the <br />Trust and Agency Fund to be identified as the SAVE Account, and said account <br />shall be used solely for the purpose of receiving and dispersing funds related <br />to said program. The sum of $500 shall be and the same is hereby appropriated <br />and transferred from the unappropriated balance of the General Fund to said <br />account in the Trust and Agency Fund. <br /> <br /> Section 5. It is found and determined that all formal actions of this <br />Council concerning and relating to the passage of this ordinance were adopted in <br />an open meeting of this Council, and that all such deliberations of this Council <br />and of any of its committees that resulted in such formal action, were in meetings <br />open to the public, in compliance with all legal requirements including Section <br />121.22 of the Ohio Revised Code. <br /> <br /> <br />
