ORDINANCE N0.113-81 BY:Brown, Chinnock, Gallagher, Graham, McBride, Wendling AN EMERGENCY ORDINANCE establishing a rewards program to be known as SAVE (Stop A Vandal Easily) for the purpose of solving and curtail~ing crimes of vandalism in the City of Lakewood. WHEREAS, increasing incidents of crime and vandalism have been occurr- ing in the City of Lakewood resulting in substantial loss and destruction of property, and WHEREAS, this Council, in cooperation with the Division of Police of the~C~y, desires to develop a program designed to encourage the citizens of the City of Lakewood to assist the Police Department in solving crimes of vandal- ism, and WHEREAS, this Council hereby determined that the public peace, health, safety and welfare of the City of Lakewood and its inhabitants would be promoted and preserved by the SAVE program, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public peace, health, safety and welfare for the reason that it is necessary to establish and implement a program to combat vandalism within the City; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Chief of Poiice be and he is hereby authorized and directed to establish a rewards program within the City of Lakewood to be known as SAVE (Stop A Vandal Easily). Section 2. That said program shall be administered and conducted in the manner and form as shall be set forth and described in the rules and regula- tions of such program as shall be established by the Division of Police. Section 3. That the Mayor, the Chief of Police and the Chairman of tile Traffic and Safety Committee of Council shall constitute a Rewards Committee and shall be solely responsible for determining when a reward is appropriate and determining the amount of said reward. Section 4. That there is hereby established a special account in the Trust and Agency Fund to be identified as the SAVE Account, and said account shall be used solely for the purpose of receiving and dispersing funds related to said program. The sum of $500 shall be and the same is hereby appropriated and transferred from the unappropriated balance of the General Fund to said account in the Trust and Agency Fund. Section 5. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code.
