DEPARTMENTS. <br /> <br />~--~-~ov 3. PUBLIC IMPROVEMENTS. <br /> <br /> ~A) Public zmprovements, works and repamrs of all kznds, <br />axceou ;nose rela~mng no Lakewood Hospital, shall be made by <br />the Lemar~ment of PuOlic Works, either by direct employmen~ of <br />!amcr and nne purchase of the necessary supplies and materma!, <br />~:;i~ seoarane accountlng as to each mmprovemen~ so made, or by <br />~cnnrac~. The Council shall determine by which method any <br />_mororemen~ shall be made. All such contracts shall be exe- <br />cu%e~ in the name of the City by the Director of PuDlic Works <br />only after approval by the Council. <br /> <br /> (B) All such contracts entailing expenditures by the <br />City in excess of a certain dollar amount shall be awarded <br />to the !~est and best bidder after approval by the Council <br />and after competitive bidding, unless competitive bidding is <br />determined by the Co~cil not to be required. The Council <br />mav Dy ordinance or resolution specify such certain dollar <br />amount, prescribe the procedures for competitive bidding, and <br />determine the circumstances, if any, under which competitive <br />ozdding shall not be required. <br /> <br /> (C) Until the Council takes those actions required by <br />Divzsion (B) of this section, ~he general laws of Oh~o appli- <br />cable to general statutory-plan cities shall govern with <br /> <br /> <br />
