ORDINANCE NO. 18-82 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, Wendling <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor, ex-officio Director of <br />Public Safety to enter into a service agreement with the Board of County <br />Commissioners and the Cuyahoga Regional Information System Board of Advisors <br />for automated data processing services for the Police Department of the City. <br /> <br /> WHEREAS, the Board of County Commissioners has developed and is <br />operating the Cuyahoga Regional Information System (CRIS), a police and criminal <br />justice oriented information system, and <br /> <br /> WHEREAS, CRIS provides a computer interface with the Ohio Law Enforce- <br />ment Automated Data System (LEADS), the U.S. National Crime Information Center <br />(NCIC) and information processing services of a police and criminal justice <br />oriented nature, and <br /> <br /> WHEREAS, the City through its Police Department has requested partici- <br />pation in the CRIS, the LEADS, and the NCIC, and <br /> <br /> WHEREAS, the County has determined that the City of Lakewood Police <br />Department meets the participation requirements of the County, the LEADS <br />Steering Committee, and the NCIC Advisory Policy Board, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing <br />for the immediate preservation of the public health, safety and welfare, and <br />for the usual daily operation of a municipal department; now, therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor ex-officio Director of Public Safety is <br />hereby authorized and directed to enter into a contract with the Board of <br />County Commissioners of Cuyaho§a County and the Coyahoga Regional Information <br />System Board of Advisors for automated data processing services to the City, <br />said contract to be substiantially in the form as the Service Agreement <br />attached hereto and made a part hereof and marked as Exhibit "A". <br /> <br /> Section 2. That the cost for said automated data processing services <br />shall be charged to the General Fund-Police Department Appropriation. <br /> <br /> Section 3. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council, and that all such deliberations of <br />this Council and of any of its committees that resulted in such formal action, <br />were in meetings open to the public, in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br /> <br /> Section 4. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it shall <br />take effect and be in force immediately upon its adoption and approval by the <br />Mayor; otherwise, it shall take effect and be in force after the earliest <br />period allowed by law. <br />Ad°pted: ~O~/LC~ ~ // ~ ~--'' ~ <br /> <br /> <br />
