ORDINANCE NO. 4-84 <br /> <br />BY: Brown, Chinnock, Gallagher, Graham, <br /> McBride, Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor on behalf of the City of <br />Lakewood to join with the City of Rocky River and certain other West Shore com- <br />munities in opposition to the extension of the north-south runway at Cleveland <br />Hopkins International Airport and providing monetary contribution in support of <br />same. <br /> <br /> WHEREAS, with the adoption of Resolution 5802 on November 7, 1983, <br />this Council has expressed the opposition of the City of Lakewood to the <br />extention of the north-south runway at Cleveland Hopkins International Airport, <br />and <br /> <br /> WHEREAS, the City of Rocky River, together with the cities of <br />Westlake, Bay Village, Berea, Fairview Park, Lakewood, and Riveredge Township, <br />are in the process of creating an organization to be known as S.A.F.E. (Safe <br />Air For Environment) to actively oppose the extension of said north-south <br />runway and hire special counsel and experts in said effort, and <br /> <br /> WHEREAS, this Council determines that it is in the best interest of <br />the City of Lakewood and its residents to join with the aforementioned cities <br />to actively oppose the expansion of the north-south runway at Cleveland Hopkins <br />International Airport including the payment of the City's share of legal and <br />other expenses which may be involved, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing <br />for the immediate preservation of the public hea~th, safety and welfare; now, <br />therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That the Mayor be and he is hereby authorized and <br />directed to participate with the cities of Rocky River~ Westlake, Bay Village, <br />Berea, Fairview Park, and Riveredge Township in the opposition to the <br />extension of the north-south runway at Cleveland Hopkins International Airport <br />through an organization known as S.A.F.E. (Safe Air For Environment). <br /> <br /> Section 2.' That the Director of Finance is hereby authorized and di- <br />rected to pay a contribution of Two Thousand Five Hundred ($2,500) Dollars to <br />S.A.F.E. for the City's share of anticipated legal and other expenses involved <br />in connection with the activities of S.A.F.E. <br /> <br /> Section 3. It is found and determined that all formal actions of <br />this Council concerning and relating to the passage of this ordinance were <br />adopted in an open meeting of this Council, and that all such deliberations of <br />this Council and of any of its committees that resulted in such formal action, <br />were in meetings open to the public, in compliance with all legal requirements <br />including Section 121.22 of the Ohio Revised Code. <br /> <br /> Section 4. That this ordinance is hereby declared to be an emergency <br />measure for the reasons stated in the preamble hereof and provided it receives <br />the affirmative vote of two-thirds of all members elected to Council, it shall <br />take effect and be in force immediately upon its adoption and approval by the <br />Mayor; otherwise, it shall take effect and be in force after the earliest <br />period allowed by law. <br /> <br />Approved: ~/,~/ <br /> <br />OJLERK' <br /> <br /> <br />
