<br />PLACED ~N FIRST READING JUNE 17, 1985 <br />PLACEl.c-, N SECONO READING JULY 1, 1985 <br /> <br />ORDINANCE 50_85 <br /> <br />BY: Brown, Chinnock, Gallagher, <br />Graham, Sa 1 man <br /> <br />AN ORDINANCE to supplement Chapter 1119 of the Zoning Code of <br />the Codified Ordinances of the City of Lakewood by enacting new Section 1119.15 <br />establishing operating standards for assisted living facilities. <br /> <br />WHEREAS, at the present time there are no Federal nor State regulations <br />governing the operation of assistèd living facilities~ and <br /> <br />WHEREAS, in the interest of the welfare of senior and handicapped <br />citizens of this community, reasonable regulations and guarantees should <br />be adopted for the protection of such citizens; now) therefore, <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br />Section 1. That Chapter 1119 of the Zonin9 Code of the Codified <br />Ordinances of the City ôf Lakewood shall be and the same is hereby supplemented <br />by enacting new Section 1119.15 to read as follows: <br /> <br />1119.15 ASSISTED LIVING FACILITY OPERATING STANDARDS <br /> <br />Assisted Living Facilities permitted as a special <br />exception pursuant to Section 1113.04 of this Zoning Code <br />shall be operated in accordance with the following operating <br />standards: <br /> <br />(a) The on-site kitchen, equipment and dining facili- <br />ties shall be reserved for the sole purpOse and use of the <br />residents living in the facility, and all meals provided <br />to the residents of this facility shall be prepared on-site <br />at the facil ity. <br /> <br />(b) Residency of the building shall be limited to <br />those persons who are unable to maintain themselves inde- <br />pendently. <br /> <br />(c) -A fire suppression and/or early warning system <br />with a direct tie-in to the municipal alarm system for Fire <br />Department notification shall be installed in accordance with <br />Fire Department specifications. <br /> <br />(d) A 24 hour, seven day a weekemergenoy call assis- <br />tance program shall be maintained and operated and shall <br />include a voice~call system in each unit connected diréctly <br />to an Office in the building designated for such purpose. <br />The office unit shall have both voice communication and <br />vi sua lsigna1:panel capabil iti es and shall be staffed at <br />all times by personnel trained in health care at the <br />minimum level of Licensed Practical Nurse or Home Health <br />Aide trained in at least cardio-Pulminary Resuscitation <br />and home nursing. <br /> <br />(e) A plan for the supportive service package which <br />shall be included in the rental agreement of residents of <br />.the Assisted Living Facility, shall be submitted to the <br />Department of Aging for review and approval prior to the <br />ìssuance of a Certificate of Occupancy and at least the <br />following service options shall be provided in the lease <br />agreement of residents of the Assisted Living Facility: <br /> <br />1. One meal per day in addition tô the main meal <br />provided in the cost of housing. <br />2. Chore/housekeeping assistance <br />3. Health monitoring <br />4. Laundry assistance <br />5. Personal care assistance, and <br />6. Social activities <br />
