MHERY.~S, pursuant to the Amended Charter of the City and the Constitution of the State of Ohio, the Council has determined to authorize and direct the eubudssion to the electors of the City of Lakewood of the proposed Charter mnduent hereinafter Bet forth, at the Boners1 and .regular muntcip·l election to be held on eoveuber 5, 1985, vhich election is not less than 60 nor more than 120 days from the date of passage of this ordinance; and b'dER~AS, this Council by t~o-th~rds ~ote of the nonhero elected thereto determines that this ordinance Is an emergency measure vhich is necessary for the benediate preservation of the public Puoce, property, health and ··fety ·nd for the further rcaoon that this ordinance must be innediately effective in order to perudt the election herein called to be held on the date specified in this ordinance; NOW, THeREfORe, BE IT SE)lINED by the Council of the City of Lakewood, Cuyahoga County, Ohio: Section I. That this council hereby authorizes and directs the submission to the electors of the City of Lakewood at the general and regular municipal election to be held ·t the usual places of voting in the City on Tuesday, November 5, 1985, of the following proposal to amend the Amended Charter of the City. That Section & of Article III of the Amended Charter of the City of Lakevood be amended to read as follows: SECTION &. KEETINGS. At seven thirty p.u. on the first Monday tn January relieving each regular municipal election, the Council ·hall meet mt the usual place of holdimg such meetings, ·t which tine the council shall elect its officers for the next two years. Thereafter, the Council shall meet at ouch t~ues &z may be prescribed by ltz rules, ordinance or resolution. The Mayor, President of Council, or any three members thereof may call epect·l meetings of the Council upon written notice ··rued per·anally upon each member or st his eau·l place of residence, at least six hours previous to the time fixed for ouch Meting. Any such request for special meeting shall state the subjects to be considered at the meeting and no other subjects ·hall be there considered. Section 2. That if the foregoing proposed amendment is approved by · majority of the electors voting thereon at ouch election, it shall become effective fro~ and after the tine of itz approval by the electors. Section 3. That the ballot submitting the question of the adoption of the aforesaid amendment shall read as follows, or as other= wise directed by the election authorities:
