PLACED ON FIRST READING 12-16-85 <br /> <br />ORDINANCE NO. 89-85 <br /> <br />BY: Brown, Chinnock, Gallagher <br /> Graham, Salmon, Wendling <br /> <br /> AN EMERGENCY ORDINANCE authorizing the Mayor ex-officio <br />Director of Public Safety to enter into a contract for a computer <br />dispatch system to be installed in the Police Department, without <br />competitive bidding. <br /> <br /> WHEREAS, the Chief of Police has advised that it is <br />imperative to the continued efficient operation of the Police <br />Department to purchase a computer dispatch system which will operate <br />in conjunction with a 911 emergency system to provide for the <br />expedient dispatch of all emergency vehicles and which will also <br />provide a critical safety margin for all safety forces, and <br /> <br /> WHEREAS, Section 111.04, Paragraph (7) of the Administrative <br />Code of the Codified Ordinances of the City of Lakewood, provides <br />that contracts for the purchase of computer hardware or software may <br />be awarded without advertising and competitive bidding where the Board <br />of Control has determined that it is either impractical to award the <br />contract under competitive bidding procedures, or it is cost effective <br />and in the best interest of the City to award the contract without <br />competitive bidding, and <br /> <br /> WHEREAS, a proposal has been received from Command Data <br />Systems of Dublin, California, for the installation of a computer <br />aided dispatch system in the Lakewood centralized emergency dispatch <br />center, and the Board of Control has determined that .it is both <br />impractical to award the contract under competitive bidding procedures <br />and same is cost effective and in the best interest of the City to <br />award the contract without competitive bidding, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public safety and <br />welfare and for the usual daily operation of a municipal department; <br />now, therefore, <br /> <br />OF OHIO: <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE <br /> <br /> Section 1. Under the authority of Paragraph (7) of Section <br />111.04 of the Administrative Code of the Codified Ordinances of the <br />City of Lakewood, the Mayor ex-officio Director of Public Safety is <br />hereby authorized and directed to enter into a contract with Command <br />Data Systems, 6250 Village Parkway, Dublin, California 94568, for the <br />purchase and installation of a computer aided dispatch system in the <br />Lakewood centralized dispatch center located in the Police Department <br />of the City without advertising and competitive bidding. <br /> <br /> Section 2. That the cost of the installation of the <br />computer aided dispatch system at.the agreed purchase price of <br />$55,000.00 shall be paid from the Capital Improvements Fund. <br /> <br /> Section 3. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />ordinance were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its committees <br />that resulted in such formal action, were in meetings open to the <br />public, in compliance with all legal requirements including Section <br />121.22 of the Ohio Revised Code. <br /> <br /> <br />
