ORDINANCE NO. 113-86 BY: Brown, Gallagher, Graham, McBride, Salmon, Wendl~ng AN EMERGENCY ORDINAN~.E authorizing and directing the Director of Finance to pay to the Lakewood Commission on Aging, Inc. up to $20,000.00 to fund a snow removal service for low income elderly, handicapped, and permanently disabled residents of the City of Lakewood to be administered by the Lakewood Commission on Aging, Inc. WHEREAS, the removal of snow from private property represents a great hazard to low income elderly, handicapped and/or permanently disabled residents of this City who do not have the financial or physical wherewithall to perform or hire others to perform such removal, and WHEREAS, this Council determines that a snow removal service for low income elderly, handicapped and disabled residents would be a great benefit to said residents, protective of their health and welfare, and is in the public interest,, and , WHEREAS, the Lakewood Commission on Aging, Inc. has indicated a willingness and desire to establish and administer such a snow removal program to be conducted with certain pre-established guidelines, and WHEREAS, the City is desirous of fUnding such a program in an amount not to exceed $20,000.00 per winter season, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, now, therefore; OF OHIO: BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE Section 1. That the Director of Finance be and he is hereby authorized and directed to pay to the Lakewood Commission on Aging, Inc. an amount not to exceed $20,000.00 per winter season to be used for a snow removal program for low income elderly, handicapped and permanently disabled residents of the City, said funds to-be paid periodically upon request of the Lakewood Commission on Aging, Inc. as needed. Section 2. That the cost of the funding of the snow removal program shall be paid as follows: $ 5,000 from the General Fund $15,000 from Community Development Block Grant Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements including Section 121.22 of the Ohio Revised Code. Section 4. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two- thirds of all members
